Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 14, 2019 <br />Page 5 <br />proposed change to the Official Zoning Map listed in the staff report including Attachment A. Ms. Costello seconded <br />the motion. The motion passed unanimously by voice vote. <br />Eighth Item of Business: LPA 19-11: 245 Lake Ellen Drive. A request to amend the Future Land Use Map from <br />Low Density Residential to Commercial for the property located at 245 Lake Ellen Drive. <br />Ms. Christina Hyson, Planner II, reviewed the information provided in her memorandum dated August 14 <br />2019, to the City of Casselberry Planning and Zoning Commission. Ms. Hyson said staff recommends that the <br />Planning and Zoning Commission provide a favorable recommendation to the City Commission for LPA 19-11 to <br />amend the Future Land Use Map designation from Low Density Residential to Commercial for the subject property <br />located at 245 Lake Ellen Drive. She said staffs recommendation is based on the findings of fact and conclusions of <br />the staff report dated August 14, 2019, and the following findings regarding the proposed change to the Future Land <br />Use Map: <br />1. The requested amendment to the Future Land Use Map is consistent with the City's Comprehensive <br />Plan. <br />2. The requested amendment to the Future Land Use Map is compatible with the surrounding mix of land <br />uses and zoning districts. <br />3. City water and sanitary sewer services are available to the subject property. However, the impact of the <br />proposed Future Land Use Map amendment on existing sewer capacity cannot be determined until the <br />type of use is established and a flow capacity test is completed. <br />In response to the Commission's question, Ms. Hyson reviewed the layout of the property and the adjacent <br />area. In response to the Commission's question, Ms. Hyson explained that the rezoning would be presented at the <br />next Planning and Zoning Commission meeting. She said that no site plans have been submitted to the City. Ms. <br />Hyson explained the applicant is looking for establishment of the entitlements before marketing the property. Ms. <br />Hyson said she does not have a timeframe for the replat process. <br />Mr. Henson asked the applicant to come forward. Mr. Bobby Wanas, 431 East Horatio, Maitland, Florida, <br />came forward. Mr. Wanas, project planner, said he agrees with staffs recommendation for approval. He said a <br />community meeting was held on August 6, 2019, for the residents located within a 500 -foot radius of the project. <br />In response to the Commission's question, Mr. Wanas stated that the intent is to have the zoning changed, <br />so that they can move forward with selling the property. <br />
