Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />July 10, 2019 <br />Page 6 <br />with Seminole County and the right-in/right-out on Seminola Boulevard and full access on Lake Drive with <br />appropriate stacking have been approved by Seminole County. <br />Mr. Ziegenfuss explained that the most common parking space size is 9'X18' and the 10'x20' are <br />considered oversized parking spaces. He explained there are a limited number of 10'x20' parking spaces on the site <br />due to some space challenges. <br />Mr. Ziegenfuss said one of the biggest challenges is the fact that the site is very long and narrow along <br />Seminola Boulevard. He reviewed the parking layout. He explained the wetland buffer and flood zone located at the <br />rear of the site reduces the developable area. Mr. Ziegenfuss said the conditions are more specific to this parcel and <br />felt this site would provide a challenge for any developer. <br />Mr. Ziegenfuss explained through their discussions with staff they felt it was appropriate to eliminate any <br />parking in front of the building to provide a view in to the building. Mr. Ziegenfuss referenced safety concerns with <br />daycares located adjacent to the street front. He said there would be a post and rail fence and enhanced <br />landscaping for the site. <br />In response to the Commission's question, Mr. Ziegenfuss stated that the site cannot accommodate any <br />more landscape materials and a contribution would be made to the City's Tree Bank Fund. <br />A general discussion ensued regarding the applicant building the school on another site within the city limits, <br />providing additional mitigation to screen the parking lot, requiring an increased height of the shrubs over a period of <br />time, site challenges and the location of the parking at the front of the site. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />A general discussion ensued regarding the design of the site and adding an additional condition of approval <br />to increase the height of the shrubs. Mr. Henson asked for a motion to address SPR 18-33. Mr. Bakalla made a <br />motion that the Planning and Zoning Commission approve the major site plan application for The Glen Academy at <br />Lake Marie (SPR 18-33) based on the findings of fact and conclusions of the staff report dated July 10, 2019, and <br />subject to the three (3) waivers, the six (6) conditions of approval outlined in the staff report including Attachments A <br />
