Mr. Hale seconded the <br />motion. The motion passed with a majority vote with Ms. Campbell casting the dissenting vote. <br />Eighth Item of Business: LPA 19-09: Future Land Use Map Amendment for 1085 Belle Avenue. A Future Land <br />Use map amendment for property located at 1085 Belle Avenue. <br />Mr. Dean Fathelbab, Planner II, reviewed the information provided in staffs memorandum dated July 10, <br />2019 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab said he is presenting this item on <br />behalf of Ms. Hyson. He said the applicant has submitted an application to rezone the property and that item would <br />be presented at the next Planning and Zoning Commission meeting. <br />He said staff recommends that the Planning and Zoning Commission provide a favorable recommendation <br />to the City Commission for LPA 19-09 to amend the Future Land Use designation from Industrial to Commercial for <br />the subject property located at 1085 Belle Avenue. Mr. Fathelbab said staffs recommendation is based on the <br />findings of fact and conclusions of the staff report dated July 10, 2019, and the following findings regarding the <br />proposed change to the Future Land Use Map: <br />1. The requested amendment to the Future Land Use Map is consistent with the City's Comprehensive <br />Plan; and <br />2. The requested amendment to the Future Land Use Map is compatible with the surrounding mix of land <br />uses and zoning districts; and <br />3. City water and sanitary sewer services are available to the subject property. <br />A brief discussion ensued regarding the future land use and zoning designations for the adjacent parcels. <br />Mr. Fathelbab explained that rezoning the property would provide more commercial service uses in the area that <br />would support the adjacent residential use and the future park at Belle Avenue and Winter Park Drive. Mr. Fathelbab <br />stated that the proposed zoning change from Industrial to Commercial Service is in line with the Industrial district; <br />however, it offers more commercial uses as a conditional use and some permitted uses. <br />A brief discussion ensued regarding the zoning needed for a medical marijuana pharmacy and adult <br />entertainment establishments. <br />Mr. Henson asked the applicant to come forward.
