Planning & Zoning Commission/
Local Planning Agency Minutes
July 10, 2019
Page 5
In response to the Commission's question, Mr. Fathelbab explained that this property is not located within
the Seminola Boulevard Overlay District. In response to the Commission's question regarding the shared retention
pond with the adjacent parcel, Mr. Fathelbab explained that the site plan for the assisted living facility has expired.
He said that the infrastructure, the pond, and the entrance on Lake Drive would be completed for the development of
the adjacent parcel and could potentially make that property more appealing to a developer.
A general discussion ensued regarding city water/sewer availability, bus parking, pedestrian crosswalk
striping, enrollment numbers, the design of Lake Drive access, possible fencing requirements for the adjacent parcels
and the location of the grease interceptor.
Mr. Henson asked the applicant to come forward. Mr. Robert Ziegenfuss, Z Development Services LLC,
708 East Colonial Drive, Orlando, Florida came forward. Mr. Ziegenfuss explained that the grease interceptor would
be located underground and it would require yearly pumping. He said the majority of the grease -laden waste would
be from dishwashing.
Mr. Ziegenfuss explained that the pick-up/drop-off of students would require the parent to park their vehicle
and walk the children to the school. He said the pick-up/drop-off times would be staggered which would make the
turn -around time very quick.
Mr. Ziegenfuss reviewed the three waiver requests. He explained that there are several studies that have
been conducted that justify calculating the parking on the square footage of the building and not the enrollment
numbers. He said the staggered drop-off/pick-up eliminates the need for the additional parking spaces.
Mr. Ziengenfuss stated that they have worked very closely with the neighboring property owner. He said
part of the negotiations required the design of a joint stormwater pond to assist with the future development of the
adjacent lot and the ability to add a future building adjacent to the playground area. He said there would be a
sanitary lift station constructed near the combined property line to accommodate both properties.
Mr. Ziegenfuss explained there would be no bus or van service at this school. He explained that both Lake
Drive and Seminola Boulevard are Seminole County right-of-ways. He said they have been through multiple reviews
