Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />July 10, 2019 <br />Page 5 <br />In response to the Commission's question, Mr. Fathelbab explained that this property is not located within <br />the Seminola Boulevard Overlay District. In response to the Commission's question regarding the shared retention <br />pond with the adjacent parcel, Mr. Fathelbab explained that the site plan for the assisted living facility has expired. <br />He said that the infrastructure, the pond, and the entrance on Lake Drive would be completed for the development of <br />the adjacent parcel and could potentially make that property more appealing to a developer. <br />A general discussion ensued regarding city water/sewer availability, bus parking, pedestrian crosswalk <br />striping, enrollment numbers, the design of Lake Drive access, possible fencing requirements for the adjacent parcels <br />and the location of the grease interceptor. <br />Mr. Henson asked the applicant to come forward. Mr. Robert Ziegenfuss, Z Development Services LLC, <br />708 East Colonial Drive, Orlando, Florida came forward. Mr. Ziegenfuss explained that the grease interceptor would <br />be located underground and it would require yearly pumping. He said the majority of the grease -laden waste would <br />be from dishwashing. <br />Mr. Ziegenfuss explained that the pick-up/drop-off of students would require the parent to park their vehicle <br />and walk the children to the school. He said the pick-up/drop-off times would be staggered which would make the <br />turn -around time very quick. <br />Mr. Ziegenfuss reviewed the three waiver requests. He explained that there are several studies that have <br />been conducted that justify calculating the parking on the square footage of the building and not the enrollment <br />numbers. He said the staggered drop-off/pick-up eliminates the need for the additional parking spaces. <br />Mr. Ziengenfuss stated that they have worked very closely with the neighboring property owner. He said <br />part of the negotiations required the design of a joint stormwater pond to assist with the future development of the <br />adjacent lot and the ability to add a future building adjacent to the playground area. He said there would be a <br />sanitary lift station constructed near the combined property line to accommodate both properties. <br />Mr. Ziegenfuss explained there would be no bus or van service at this school. He explained that both Lake <br />Drive and Seminola Boulevard are Seminole County right-of-ways. He said they have been through multiple reviews <br />
