Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />July 10, 2019 <br />Page 4 <br />SPR 18-33 <br />Mr. Fathelbab said staff requests the Planning and Zoning Commission approve the major site plan <br />application for The Glen Academy at Lake Marie (SPR 18-33). He said the recommendation is based on the findings <br />of fact and conclusions of the staff report dated July 10, 2019, and subject to the following waivers and the six (6) <br />conditions of approval outlined in the staff report. <br />Waivers: <br />1. Section 2-7.35, to allow more than 60% of the parking to be located between the primary fagade and <br />the primary roadway. Staff supports this waiver request. <br />2. Section 3-15.2, to allow the calculation of required parking spaces to be calculated based on the <br />building square footage and not the enrollment. Staff supports this waiver request. <br />3. Section 3-15.6, to allow 65% of the parking spaces to be striped at a reduced size of 9'x18'. Staff <br />supports this waiver request. <br />The conditions of approval are: <br />1, The applicant is required to get Planning and Zoning Commission approval for the daycare use <br />at the subject property. <br />2. The applicant is required to go through the plat approval process to properly combine the lots <br />associated with this proposal, <br />3. All remaining DRC comments shall be addressed prior to the issuance of any site permits and <br />building permits. <br />4. All required local, regional, state, and federal permits shall be obtained before commencement <br />of development. <br />5. The site plan approval shall be valid for one (1) year. An extension request may be submitted <br />prior to the expiration of this approval. <br />6. All of the above conditions shall be fully and faithfully executed or the site plan shall become <br />null and void. <br />In response to the Commission's question, Mr. Fathelbab explained that the address of the property <br />determines the primary facade and roadway. In response to the Commission's question regarding the actual <br />percentage for waiver number 1, Mr. Fathelbab said it is 11%. <br />A general discussion ensued regarding the parking lot location, parking requirements for the site, the St. <br />Johns River Water Management District permit, and the location of the public sidewalk. <br />In response to the Commission's question regarding the student drop off area, Mr. Fathelbab explained that <br />the drop off start times would be staggered and the engineer could provide additional information. <br />
