Mr. Jessy Brancato, 2054 State Road 436, Unit 112, <br />Winter Park, Florida came forward. In response to the Commission's question, Mr. Brancato said no smoking would <br />be allowed in the business. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 19-10. Mr. Hale made a motion that the Planning and Zoning <br />Commission approve CU 19-10 to allow the sale of beer and wine (2COP) for on-site consumption at 2054 State <br />Road 436, Unit 112 based on the findings of fact and conclusions of the staff report dated May 8, 2019, and the ten <br />(10) conditions outlined in the staff report including attachments A — C. Mr. Tizzio seconded the motion. The motion <br />passed unanimously by voice vote. <br />Eighth Item of Business: LPA 19-07: Small -Scale Future Land Use Map Amendment. A request to amend the <br />Future Land Use Map designation from High Intensity Non-Residential/Medium Density Residential <br />(HINR/MDR) to Major Thoroughfare Mixed -Use (MTMU) for the property generally located at the southwest <br />corner of Live Oaks Blvd. and S. U.S. Highway 17.92. <br />Ms. Christina Hyson, Planner I, reviewed the information provided in her memorandum dated May 8, 2019, <br />to the City of Casselberry Planning and Zoning Commission. Ms. Hyson explained the size of the overall parcel is <br />incorrect in the staff report and the correct size is 6.62 acres. <br />Ms. Hyson said staff recommends that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for LPA 19-07 to amend the Future Land Use designation from High <br />Intensity Non-Residential/Medium Density Residential to Major Thoroughfare Mixed -Use for the subject property <br />located at the southwest corner of Live Oaks Boulevard and South U.S. Highway 17-92. She said staffs <br />recommendation is based on the findings of fact and conclusions of the staff report dated May 8, 2019, and the <br />following findings regarding the proposed change to the Future Land Use Map: <br />1. The requested amendment to the Future Land Use Map is consistent with the City's Comprehensive <br />Plan; and <br />2. The requested amendment to the Future Land Use Map is compatible with the surrounding mix of land <br />uses and zoning districts; and <br />3. City water and sanitary sewer services are available to the subject property. <br />
