Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />May 8, 2019 <br />Page 5 <br />Mr. Henson asked the applicant to come forward. Mr. Chris Challis, 139 West 7 Oaks, Greenville, South <br />Carolina, came forward. Mr. Challis said they intend to acquire the property from the Florida Department of <br />Transportation (FDOT) in late summer. In response to the Commission's question, Mr. Challis said that FDOT has <br />no objection to the change. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 19-07. Mr. Hale made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for LPA 19-07 to amend the Future <br />Land Use designation from High Intensity Non-Residential/Medium Density Residential to Major Thoroughfare Mixed - <br />Use for the subject property located at the southwest corner of Live Oaks Boulevard and South U.S. Highway 17-92 <br />based on the findings of fact and conclusions of the staff report dated May 8, 2019, and the findings regarding the <br />proposed change to the Future Land Use Map outlined in the staff report including Attachments A & B. Ms. Campbell <br />seconded the motion. The motion passed unanimously by voice vote. <br />Tenth Item of Business: Ninth Item of Business: North Winter Park Drive Small Area Study Presentation by <br />Canin Associates. The Consultants will review the recommendations of the North Winter Park Drive Small <br />Area Study. <br />Ms. Christina Hyson, Planner I, explained that Carlin Associates was hired by the City to develop a North <br />Winter Park Drive Small Area Study. She said the scope of services included citizen participation action plan, <br />existing conditions survey, recommendations and action plan. <br />Ms. Hyson introduced Ms. Eliza Harris, Carlin Associates to the Planning and Zoning Commission. Ms. <br />Harris reviewed a PowerPoint Presentation (a copy is attached and made a part of the minutes). <br />A general discussion ensued regarding the limited size of the lots meeting the tree requirements, the need <br />for improvements to the area, traffic calming options, sidewalk connection to crosswalks in the area, size of <br />sidewalks, and drainage issues. <br />In response to the Commission's question, Ms. Harris said there are 25 vacant lots in this area. <br />
