Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />September 9, 2020 <br />Page 4 <br />Ninth Item of Business: CU 20.05: Educational Institution at 134 Wilshire Boulevard. A conditional use request to operate an <br />educational institution, DFD Institute, at 134 Wilshire Boulevard. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated September 9, 2020 to the City of <br />Casselberry Planning and Zoning Commission, Mr. Tardif said staff recommends that case number CU 20-05 be approved with staffs <br />conditions, based upon the staff report and the testimony and evidence presented, that the request meets the applicable provisions of <br />the Unified Land Development Regulations and is consistent with the Comprehensive Plan as per the written findings contained within <br />the staff report. The conditions of approval are as follows: <br />1. The conditional use shall be limited to the location of 134 Wilshire Boulevard. <br />2. There shall be no stacking of vehicles for the pick-up or drop-off of students. <br />3. The school shall not exceed 5 classrooms without additional conditional use approval. <br />4. The school shall receive a Change of Use approval prior to the commencement of business activity. <br />5. There shall be no outside display or storage of goods, materials, or services. <br />6. The conditional use shall commence, and a Business Tax Receipt must be obtained, within 180 days. <br />7. All applicable licenses and permits shall be obtained prior to the commencement of any business activities at the site. <br />8. All signage requires a separate permit and must comply with the ULDR. <br />9. The use shall remain in complete compliance with all City, County, and State requirements. <br />10. A new conditional use application shall be required if the use should cease for more than 90 days. <br />11. All of the above conditions shall be fully and faithfully executed, or the conditional use shall become null and void. <br />Mr. Henson asked the applicant to come forward. Ms. Debra Reed, 134 Wilshire Boulevard, Casselberry, Florida came <br />forward. In response to the Commission's question, Ms. Reed stated the ages of the children are six to eleven (kindergarten — fifth <br />grade). In response to the Commission's question, Ms. Reed stated she has not currently registered any disabled students, but the <br />school is licensed to accommodate disabled students. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No <br />one came forward. <br />Mr. Henson asked for a motion to address CU 20-05. Mr. Phillips made a motion that the Planning and Zoning Commission <br />approve case number CU 20-05 with staffs conditions, based upon the staff report and the testimony and evidence presented, that the <br />request meets the applicable provisions of the Unified Land Development Regulations and is consistent with the Comprehensive Plan <br />including the eleven (11) conditions of approval and Attachments A — D. Mr. Bowman seconded the motion. The motion passed <br />unanimously by voice vote. <br />Tenth Item of Business: CU 20.06: Trades and Skilled Services at 1200 Seminola Boulevard.
