Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />September 9, 2020 <br />Page 3 <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No <br />one came forward. <br />Mr. Henson asked for a motion to address ZB 20-02. Mr. Hale made a motion that the Planning and Zoning Commission <br />provide a favorable recommendation to the City Commission for ZB 20-02, based on the September 9, 2020 staff report and the <br />testimony and evidence presented, that the request meets the applicable provisions of the Unified Land Development Regulations and <br />is consistent with the Comprehensive Plan including Attachment A and B. Mr. Tizzio seconded the motion. The motion passed <br />unanimously by voice vote. <br />Eighth Item of Business: SPR 20-01: ATM at Casselberry Marketplace. A request to install a drive-through ATM with three (3) <br />spaces for vehicle stacking within the Casselberry Marketplace commercial plaza. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated September 9, 2020 to the City of <br />Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends that case number SPR 20-01 be approved with <br />staffs conditions, and finds that based upon the staff report and the testimony and evidence presented, the request meets the <br />applicable provisions of the Unified Land Development Regulations and is consistent with the Comprehensive Plan as per the written <br />findings contained within the staff report. The conditions of approval are as follows: <br />Waiver Requested: <br />1. Waiver from Section 3-15.2: Parking spaces required by use: To allow for the reduction in drive-through vehicle stacking <br />from six spaces to three spaces. Staff supports this request. <br />Conditions of Approval: <br />1. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to the expiration of this <br />approval. <br />2. All required local, regional, state, and federal permits shall be obtained before commencement of development. <br />3. All of the above conditions shall be fully and faithfully executed, or the site plan shall become null and void. <br />A brief discussion ensued regarding the stacking of the cars at the ATM and the previous minor site plan modification to <br />redesign some of the landscape islands that fronted Vinzo's. Mr. Henson asked the applicant to come forward. Ms. Julie Kendig- <br />Schrader, 450 South Orange Avenue, Orlando, Florida came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No <br />one came forward. <br />Mr. Henson asked for a motion to address SPR 20-01. Mr. Phillips made a motion that the Planning and Zoning Commission <br />approve SPR 20-01 based upon the staff report and the testimony and evidence presented including the waiver and the three (3) <br />conditions of approval. Mr. Tizzio seconded the motion. The motion passed unanimously by voice vote. <br />
