Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />September 9, 2020 <br />Page 2 <br />Fifth Item of Business: Disclosure of Ex Parte Communications. <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Sixth Item of Business: LPA 20-10: Large Scale Future Land Use Map Amendment at 3110 Howell Branch Road and 3128 <br />Orava Lane. A request to amend the Future Land Use Map from Seminole County High Density Residential to City of <br />Casselberry Medium Density Residential for two (2) parcels located at 3110 Howell Branch Road and 3128 Orava Lane. <br />Ms. Christina Hyson, Planner II, reviewed the information provided in her memorandum dated September 9, 2020 to the City <br />of Casselberry Planning and Zoning Commission. Ms. Hyson said staff recommends that the Planning and Zoning Commission <br />recommend approval of case number LPA 20-10 to the City Commission, based on the staff report and the testimony and evidence <br />presented, that the request meets the applicable provisions of the Unified Land Development Regulations and is consistent with the <br />Comprehensive Plan as per the written findings in the staff report. <br />Mr. Henson asked the applicant to come forward. Mr. Chris Cleary, 1021 McKean Circle, Winter Park, Florida came forward. <br />There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No <br />one came forward. <br />Mr. Henson asked for a motion to address LPA 20-10. Mr. Hale made a motion that the Planning and Zoning Commission <br />provide a favorable recommendation to the City Commission for LPA 20-10, based on the staff report and the testimony and evidence <br />presented including Attachment A & B. Mr. Bowman seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: ZB 20-02: Zoning Map Amendment at 1531 Seminola Blvd. and Parcel ID: 09-21.30.5BM-OBOO.0310. <br />A request to amend the Official Zoning Map from CS (Commercial Service) to CG (Commercial General) for two (2) parcels <br />generally located at the northwest corner of the intersection of Seminola Boulevard and Murphy Road. <br />Ms. Christina Hyson, Planner II, reviewed the information provided in her memorandum dated September 9, 2020 to the City <br />of Casselberry Planning and Zoning Commission. Ms. Hyson said staff recommends that the Planning and Zoning Commission <br />recommend approval of case number ZB 20-02 to the City Commission, based on the staff report and the testimony and evidence <br />presented, that the request meets the applicable provisions of the Unified Land Development Regulations and is consistent with the <br />Comprehensive Plan as per the written findings contained in the staff report. <br />A general discussion ensued regarding Comprehensive Plan Objective FLU 5 — Discourage Urban Sprawl, the availability of <br />existing commercial real estate and new commercial development in the City. <br />Mr. Henson asked the applicant to come forward. The applicant was not present. <br />
