Mr. Tardif said staff recommends that case number CU 20-06 be approved with staffs <br />conditions, based upon the staff report and the testimony and evidence presented, that the request meets the applicable provisions of <br />the Unified Land Development Regulations and is consistent with the Comprehensive Plan as per the written findings contained within <br />the staff report. The conditions of approval are as follows: <br />1. The conditional use shall be limited to the location of 1200 Seminola Blvd. <br />2. The business shall remain in complete compliance with all City, County and State requirements. <br />3. There shall be no outside display or storage of goods, materials, services, or vehicles. <br />4. All applicable licenses and permits shall be obtained prior to the commencement of any business activities at the site. <br />5. The conditional use shall mirror the conditions of Site Plan approval once received. <br />6. Final approval of Site Plan Review for this property shall be provided through the Planning and Zoning Commission. <br />7. A new conditional use application shall be required if the use should cease for more than 90 days. <br />8. All of the above conditions shall be fully and faithfully executed, or the conditional use shall become null and void. <br />Mr. Henson asked the applicant to come forward. Ms. Ana Perez, 1200 Seminola Boulevard, Casselberry, Florida came <br />forward. A brief discussion ensued regarding an erosion control technique known as riprap. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No <br />one came forward. <br />Mr. Henson asked for a motion to address CU 20-06. Mr. Hale made a motion that the Planning and Zoning Commission <br />approve CU 20-06 based on the findings of facts and conclusion of the staff report dated September 9, 2020 including the eight (8) <br />conditions of approval and Attachments A and B. Mr. Bowman seconded the motion. The motion passed unanimously by voice vote. <br />Eleventh Item of Business: CU 20.07: Non-traditional Use at 1015 State Road 436. A conditional use request to operate a <br />tattoo parlor classified as a non-traditional use at 1015 State Road 436 #113. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated September 9, 2020 to the City of <br />Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends that case number CU 20-07 be approved with staffs <br />conditions, based upon the staff report and the testimony and evidence presented, that the request meets the applicable provisions of <br />the Unified Land Development Regulations and is consistent with the Comprehensive Plan as per the written findings contained within <br />the staff report. The conditions of approval are as follows: <br />1. The conditional use shall be limited to the location of 1015 State Road 436 #113. <br />2. The business shall remain in complete compliance with all City, County and State requirements. <br />3. The proposed non-traditional use (body art establishment) shall be limited to three (3) body art stations. An increase to <br />the number of stations shall require an additional conditional use approval. <br />4. There shall be no outside display or storage of goods, materials, services, or vehicles. <br />5. All applicable licenses and permits shall be obtained prior to the commencement of any business activities at the site. <br />6. The conditional use shall commence within 180 days of approval. <br />7. A new conditional use application shall be required if the use should cease for more than 90 days. <br />8. All of the above conditions shall be fully and faithfully executed, or the conditional use shall become null and void. <br />
