Mr. Henson <br />commented that unauthorized vehicles are currently being parked on this property and this will cause problems when <br />the property is developed and there is not sufficient parking. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SP 19-06. Mr. Hale made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for SP 19-06, Lake Concord Commercial <br />Subdivision final plat, based on the staff report dated August 12, 2020 and the two conditions of approval including <br />Attachments A and B. Ms. Campbell seconded the motion. The motion passed unanimously by voice vote. <br />Ninth Item of Business: SPR 18-18: Keystone Corner — Commercial/Retail Plaza. A major site plan request to <br />develop 1531 and 1533 Seminola Boulevard with a ±17,362 square foot commercial plaza. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated August 12, <br />2020 to the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends that case <br />number SPR 18-18 be approved with staff's conditions and finds that based upon the staff report and the testimony <br />and evidence presented, the request meets the applicable provisions of the Land Development Code and is <br />consistent with the Comprehensive Plan as per the written findings contained within the staff report. The waivers <br />requested and conditions of approval are as follows: <br />Waiver Requested: <br />1. Waiver request from Section 3-13.7.C.2: Landscape strips along street frontage: To allow a right of way <br />buffer of 5 feet instead of the required 10 feet from the property line. Staff supports this request. <br />2. Waiver request from Section 3-13.7.C.3.c: Landscape Requirements for Parking Areas: To allow a row <br />with 11 parking spaces instead of the maximum 10 parking spaces before a landscaped island is <br />required. Staff supports this request. <br />3. Waiver from Section 3-15.6: Design and specification for parking and loading areas: To allow for <br />substandard parking inclusive of 11 spaces at 9' x 18', 25 spaces at 10' x 18', and 3 ADA spaces at 12'x <br />18'. Staff supports this request. <br />Conditions of Approval: <br />1. All remaining DRC comments shall be addressed prior to the issuance of any site permits and building <br />permits. <br />2. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to <br />the expiration of this approval. <br />
