He said the overlay <br />requirements could affect what is developed on the site. <br />Mr. Fathelbab explained that a retail use is permitted in the overlay criteria. Mr. Henson stated that tonight's <br />agenda item is to review the replatting of the property. He said it has been the City's goal to aggregate properties for <br />quality development. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />After a general discussion regarding potential future development in the City, Mr. Henson asked for a motion <br />to address SP 20-01. Mr. Hale made a motion that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for SP 20-01, West Development Center, based on the findings of fact and <br />conclusions of the staff report dated June 10, 2020 and the one (1) condition of approval including Attachments A <br />and B. Mr. Bowman seconded the motion. The motion passed unanimously by voice vote. <br />Seventh Item of Business: SP 20-02: Belle Avenue Industrial Park - Final Plat. A request to combine six (6) <br />properties located along Belle Avenue into one (1) parcel to accommodate future development. The parcel <br />identification numbers of the six (6) subject properties are 04-21-30.524-0000-0060, 04-21-30-524-0000-0050, <br />04-21-30.524-0000.0040, 04.21-30.524.0000-0030, 04.21.30-524-0000-0020, and 04-21-30-524-0000.0010. <br />Mr. Dean Fathelbab, Economic Development Planner, reviewed the information provided in his <br />memorandum dated June 10, 2020 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab said <br />staff recommends that the Planning and Zoning Commission recommend approval with staffs condition for case <br />number SP 20-02, Belle Avenue Industrial Park, Final Plat, to the City Commission and find that based on the staff <br />report and the testimony and evidence presented, the request meets the applicable provisions of the Land <br />Development Code and is consistent with the Comprehensive Plan as per the written findings contained in the staff <br />report. The condition of approval was that the City Surveyor, City Engineer, Community Development Director, City <br />Clerk, and City Mayor shall execute the signature block prior to recording of the plat. <br />A brief discussion ensued regarding the zoning districts that permit the sale of marijuana and principal <br />pharmacy definition. Mr. Fathelbab stated that a site plan has been submitted for three (3) warehouse buildings. <br />Mr. Henson asked the applicant to come forward. The applicant was not present. <br />
