Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />June 10, 2020 <br />Page 3 <br />In response to the Commission's question, Mr. Tardif stated in his research for this variance, he did not find <br />any other screen enclosures in that neighborhood. <br />In response to the Commission's question, Mr. Tardif said he did not receive any response to the variance <br />notification that was mailed to the surrounding property owners. <br />A brief discussion ensued regarding the variance request, including that the variance runs with the property <br />and not the property owner and the criteria required to grant a variance. <br />Mr. Henson asked for a motion to address BA 20-01. Ms. Campbell made a motion that the Planning and <br />Zoning Commission grant a variance to reduce the rear lot line setback for BA 20-01 based upon the staff report and <br />the testimony and evidence presented, dated June 10, 2020, and the four (4) conditions outlined in the staff report <br />including Attachments A — D. Mr. Bowman seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: SP 20-01: West Development Center - Final Plat. A request to combine three (3) <br />properties located along South U.S. Highway 17-92 into one (1) parcel to accommodate future development. <br />The three (3) subject properties are addressed 2840, 2780, and 1768 S. U.S. Highway 17-92. <br />Mr. Dean Fathelbab, Economic Development Planner, reviewed the information provided in his <br />memorandum dated June 10, 2020 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab said <br />staff recommends that the Planning and Zoning Commission recommend approval with staffs condition for case <br />number SP 20-01, West Development Center, Final Plat, to the City Commission and find that based on the staff <br />report and the testimony and evidence presented, the request meets the applicable provisions of the Land <br />Development Code and is consistent with the Comprehensive Plan as per the written findings contained in the staff <br />report. The condition of approval was that the City Surveyor, City Engineer, Community Development Director, City <br />Clerk, and City Mayor shall execute the signature block prior to recording of the plat. <br />In response to the Commission's question, Mr. Fathelbab stated that the site plan would be required to <br />adhere to the Community Redevelopment District's Design Standards and the Citywide Commercial Design <br />Standards. <br />Mr. Henson asked the applicant to come forward.
