Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />June 10, 2020 <br />Page 5 <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SP 20-02. Mr. Phillips made a motion that the Planning and <br />Zoning Commission provide a favorable recommendation for case number SP 20-02 to the City Commission subject <br />to the one (1) condition of approval and Attachments A and B. Ms. Campbell seconded the motion. The motion <br />passed unanimously by voice vote. <br />Eighth Item of Business: CU 20.02: 211 Reece Way #1719. A conditional use request for a trade and skilled <br />services without outside storage use in the I (Industrial) zoning district within the Community <br />Redevelopment District. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated June 10, 2020 <br />to the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends that case number CU <br />20-02 be approved with staffs conditions and finds that based upon the staff report and the testimony and evidence <br />presented, the request meets the applicable provisions of the Land Development Code and is consistent with the <br />Comprehensive Plan as per the written findings contained within the staff report. The conditions of approval are as <br />follows: <br />1. The conditional use shall be limited to the location of 211 Reece Way, Unit #1719. <br />2. The business shall remain in complete compliance with all City, County and State requirements. <br />3. There shall be no outside display or storage of goods, materials, services, or vehicles. <br />4. All applicable licenses and permits shall be obtained prior to the commencement of any business <br />activities at the site. <br />5. The conditional use shall commence within 180 days of approval. <br />6. A new conditional use application shall be required if the use should cease for more than 90 days. <br />7. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />A brief discussion ensued regarding the waste product generated from the business operations and the <br />sparse residential buffering at the rear of the building. <br />Mr. Henson asked the applicant to come forward. Mr. Danny Bazins, 1643 Spring Loop Way, Winter <br />Garden, Florida came forward. In response to the Commission's question, Mr. Bazins explained the filtration system <br />for the waste product for his business operations. <br />
