Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />March 11, 2020 <br />Page 3 <br />Mr. Hockensmith said that the outside fenced area would be used to walk the dogs and staff would be with the <br />animals at all times. He said that typically the fence is solid and screened from the neighborhood. He said that they would <br />try to maintain the existing landscape buffer between the proposed building and the adjacent neighborhood. Mr. <br />Hockensmith said that the site would meet all the stormwater requirements. A brief discussion ensued regarding the hours <br />of operation and the animals at the site during the day. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. Mr. Bob Buckley, 239 Lake Ellen Drive, Casselberry, Florida came forward. Mr. Buckley said he is representing <br />the neighborhood as a whole and the neighbors as a whole support the project. <br />Mr. Buckley expressed a concern with the amount of buffering between the proposed use and the residential use to <br />the west. He suggested relocating the fence up against the parking spaces on the right hand side to eliminate noise, lighting <br />and vehicular impacts to the adjacent neighborhood. He also expressed a concern with the protection of the existing lake <br />front habitat. <br />A general discussion ensued regarding the location and maintenance of the fenced area. Concerns were raised <br />regarding noise and light impacts on the residents and the potential to attract the homeless population. Mr. Chris Bowley, <br />Community Development Director, stated that during the rezoning process staff said it would seek measures on the west <br />side to protect the residents with screening and noise mitigation. <br />A general discussion ensued regarding the high number of parking spaces needed for the site. Mr. Bowman stated <br />that the applicant's current location lacks sufficient parking and he felt this site needed the additional parking. He said that <br />there have been no code issues at their current site. <br />Mr. Henson asked for a motion for CU 20-01. Ms. Costello made a motion that the Planning and Zoning <br />Commission approve case number CU 20-01 with staffs conditions and findings, based upon the staff report and the <br />testimony and evidence presented including the eight (8) conditions of approval. Mr. Bowman seconded the motion. The <br />motion passed unanimously by voice vote. <br />Eighth Item of Business: ZB 20-01: Zoning Map Amendment. A request to amend the Official Zoning Map from OR <br />(Office/Residential) to CS (Commercial Service) for the properties located at 395 Orange Lane and 269 Anchor <br />Road. <br />
