Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />March 11, 2020 <br />Page 4 <br />Ms. Christina Hyson, Planner II, reviewed the information provided in her memorandum dated March 11, 2020 to <br />the City of Casselberry Planning and Zoning Commission. Ms. Hyson said staff recommends that the Planning and Zoning <br />Commission recommend approval of case number ZB 20-01 to the City Commission and finds that based on the staff report <br />and the testimony and evidence presented, the request meets the applicable provisions of the Land Development Code and <br />is consistent with the Comprehensive Plan as per the written findings contained in the staff report. <br />A brief discussion ensued regarding the zoning designation for the adjacent parcels. Mr. Henson asked the <br />applicant to come forward. Mr. Keith McWilliams, 395 Orange Lane, Casselberry, Florida came forward. In response to the <br />Commission's question, Mr. McWilliams said he does not anticipate leaving the site. He said he is interested in acquiring <br />additional property in the area, but his neighbors are not interested in selling their property at this time. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request. No one came forward. <br />A brief discussion ensued regarding changing the residential component of the area to a commercial use. Mr. <br />Henson asked for a motion to address ZB 20-01. Mr. Hale made a motion that the Planning and Zoning Commission <br />provide a favorable recommendation to the City Commission for ZB 20-01 based on the findings of fact and conclusions of <br />the staff report and Attachments A & B. Ms. Campbell seconded the motion. The motion passed unanimously by voice <br />vote. <br />Ninth Item of Business: LPA 17-16: Land Use Table. An ordinance amending Section 2.5.3, Table 2.5.3, Land Use By <br />District, and Section 5-21.2, Definition of Terms. <br />Ms. Emily Hanna, Development Services Manager, reviewed the information provided in her memorandum dated <br />March 11, 2020 to the City of Casselberry Planning and Zoning Commission. Ms. Hanna explained that the City Attorney's <br />office has reviewed the proposed changes and provided additional revisions. Ms. Hanna reviewed the additional changes <br />that were made after the Planning and Zoning Commission's review and those changes are listed in the staff report. She <br />said all of the proposed changes are reflected in the draft ordinance that was attached to the staff report. <br />Ms. Hanna said staff requests that the Planning and Zoning Commission recommend approval of LPA 17-16 and <br />hereby amend the City of Casselberry Unified Land Development Regulations, Section 2-5.3, Land Use By District, Table 2- <br />5.3, Land Use By District, and Section 5-21.2, Definition of terms. <br />
