Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />March 11, 2020 <br />Page 2 <br />Fifth Item of Business: Approval of Minutes for the meeting held on January 8, 2020. <br />Mr. Henson stated the Chair was open for a motion on the approval of minutes for the meeting held on Wednesday, <br />January 8, 2020. Mr. Tizzio moved to accept the January 8, 2020 minutes. Mr. Phillips seconded the motion. The motion <br />passed unanimously by voice vote. <br />Sixth Item of Business: Disclosure of Ex Parte Communications. <br />Ms. Campbell and Ms. Costello disclosed they had discussed the location of an agenda item while sitting at the <br />dais. The location was not disclosed. <br />Seventh Item of Business: CU 20-01: 245 Lake Ellen Drive and 3352 S Highway 17/92. A conditional use request to <br />operate an emergency veterinary clinic in the CG zoning district. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated March 11, 2020 to the <br />City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends case number CU 20-01 be <br />approved with staffs conditions and finds that based upon the staff report and the testimony and evidence presented, the <br />request meets the applicable provisions of the Land Development Code and is consistent with the Comprehensive Plan as <br />per the written findings contained within the staff report and the following conditions of approval: <br />1. The conditional use shall be limited to the location of the two parcels at 245 Lake Ellen Drive and 3352 South <br />Highway 17/92. <br />2. Additional buffering beyond the minimum code requirements shall be provided to separate the proposed use <br />from the residential uses to the west. <br />3. The business shall remain in complete compliance with all City, County and State requirements. <br />4. There shall be no outside display or storage of goods, materials, services, animals or vehicles. <br />5. All applicable licenses and permits shall be obtained prior to the commencement of any business activities at <br />the site. <br />6. The conditional use shall commence within one year of approval. <br />7. A new conditional use application shall be required if the use should cease for more than 90 days. <br />8. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null and <br />void. <br />A general discussion ensued regarding the boarding of sick/injured animals, parking requirements, and the purpose <br />and screening of the outside fenced area. Mr. Henson stated that this item is a conditional use request and the applicant <br />has provided a conceptual plan that is subject to change during the site plan review process. <br />Mr. Henson asked the applicant to come forward. Mr. William Hockensmith, Florida Engineering Group, 5127 S. <br />Orange Avenue, Suite 200, Orlando, Florida came forward. Mr. Hockensmith explained the overnight boarding would be for <br />critically ill animals. He said the applicant would prefer more parking; however, the site would only accommodate 48 parking <br />spaces. <br />
