Mr. Tizzio <br />seconded the motion. The motion passed unanimously by voice vote. <br />Sixth Item of Business: BA 19.05: 335 Southcot Drive. A variance request to Section 2.5.4, Table 2-5.4 of the <br />ULDR to reduce the 20 ft. rear yard setback to 14 ft. to allow an addition to the existing structure. <br />Ms. Christina Hyson, Planner II, reviewed the information provided in her memorandum dated January 8, <br />2020 to the City of Casselberry Planning and Zoning Commission. Ms. Hyson said staff moves that case number BA <br />19-05 be approved with staffs conditions and finds that based upon the staff report and the testimony and evidence <br />presented, the request meets the applicable provisions of the Land Development Code and is consistent with the <br />Comprehensive Plan as per the written findings contained in the staff report. The conditions of approval are: <br />1. The variance shall only pertain to the proposed addition of a screened porch with an aluminum roof as <br />displayed in Attachment B of the staff report. <br />2. The walls of the screened porch must consist of screen mesh material and cannot be replaced with <br />solid walls. <br />3. A building permit for the construction of the proposed addition shall be obtained within six (6) months of <br />variance approval. <br />4. All of the above conditions shall be fully and faithfully executed or the variance shall become null and <br />void. <br />A brief discussion ensued regarding an 18" — 24" kick plate along the bottom of the screen enclosure. It was <br />decided that the kick plate would be added to the conditions of approval. In response to the Commission's question <br />regarding removal of the existing fence, Ms. Hyson stated that if the variance is granted the applicant would remove <br />the fence. In response to the Commission's question regarding City staff speaking for or against the variance, Ms. <br />Hyson stated she discussed the variance with the City Engineer to determine if there were any proposed land <br />acquisition or impact to the golf course and there were none. <br />Mr. Henson asked the applicant to come forward. Mr. James McKay, 335 Southcot, Casselberry, Florida <br />came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address BA 19-05. Mr. Phillips made a motion that the Planning and <br />Zoning Commission approve BA 19-05 with staffs conditions and finds that based upon the staff report and the <br />
