Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />January 8, 2020 <br />Page 2 <br />Fifth Item of Business: SP 19-02: Preserve at Maitland - Final Plat. A request to subdivide an undeveloped <br />property, 547 Lake Howell Road, into an 8 -unit townhome subdivision, following site plan approval of SPR <br />19.03. <br />Mr. Dean Fathelbab, Economic Development Planner, reviewed the information provided in his <br />memorandum dated January 8, 2020 to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab <br />stated that on December 5, 2019 the applicant received staffs comments from the fourth review. He said that the <br />applicant submitted a fifth plat addressing the fourth review comments. He said staff completed the review and <br />issued comments on January 2 informing the applicant that all previous comments had been satisfied, however, <br />there was one minor comment requiring a strikethrough in the dedication portion of the plat. Mr. Fathelbab explained <br />that the recommendation for approval in the staff report was done before the applicant addressed all the outstanding <br />comments. <br />Mr. Fathelbab said staff requests the Planning and Zoning Commission review SP 19-02, Preserve at <br />Maitland, Final Plat, and provide a recommendation of approval to the City Commission. He said the <br />recommendation is based on Attachment A through Attachment F, the findings of fact and conclusions of the staff <br />report dated January 8, 2020, and the two (2) conditions outlined in the staff report. The conditions of approval are: <br />1. Prior to review and approval by the City Commission, the applicant shall resubmit the proposed plat for <br />review to ensure all remaining comments from the plat review team have been addressed. <br />2. The City Surveyor, City Engineer, Community Development Director, City Clerk, and City Mayor shall <br />execute the signature block prior to recording of the plat. <br />After a brief discussion regarding the impact to the adjacent creek, installation of an eight (8) foot fence, and <br />parking, Mr. Henson asked the applicant to come forward. Mr. Matthew Petra, 315 East Robinson Street, Suite 600, <br />Orlando, Florida came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address SP 19-02. Mr. Phillips made a motion that the Planning and <br />Zoning Commission having reviewed SP 19-02, Preserve at Maitland, Final Plat, provide a recommendation of <br />approval to the City Commission based on Attachment A through Attachment F, the findings of fact and conclusions <br />
