Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />January 8, 2020 <br />Page 4 <br />testimony and evidence presented, the request meets the applicable provisions of the Land Development Code and <br />is consistent with the Comprehensive Plan as per the written findings contained in the staff report, the four (4) <br />conditions of approval outlined in the staff report including Attachments A - C and modifying condition number 2 to <br />require an 18" - 24" solid kick plate to the walls of the screen enclosure. Ms. Campbell seconded the motion. The <br />motion passed unanimously by voice vote. <br />Seventh Item of Business: LPA 17.16: Land Use Table (DISCUSSION ONLY). A discussion only item related <br />to proposed changes to Section 2-5.3, Table 2-5.3, Land Use By District, and Section 5-21.2, Definition of <br />Terms. <br />Ms. Emily Hanna, Development Services Manager, reviewed the information provided in her memorandum <br />dated January 8, 2020 to the City of Casselberry Planning and Zoning Commission. Ms. Hanna explained at the last <br />meeting the Planning and Zoning Commission asked for additional research on the following items: <br />1. Internet cafe/gambling — No need to write code for a use that is not being currently used. <br />2. Drive through establishments/grocery pickup parking stalls — Add a footnote to table and include in the <br />definition parking stalls designated for pickup or curbside service shall not be included within the drive <br />through establishment definition, however, site plan review may be required. <br />3. Charging stations — service stations/fuel dispensing — Add a footnote that states electronic vehicles <br />charging stations are exempt from this definition, however, site plan review may be required. <br />Towing/salvage yards — Add definition — Towing Service is any person, company or entity that operates <br />a business which engages in whole or in part in the towing or removal of motor vehicles for <br />compensation. Also, a tow yard is an establishment that engages in whole or in part in the storage of <br />motor vehicles that have been towed. This definition does not include businesses that store damaged <br />or disabled vehicles that have been towed in order to perform vehicular service and mechanical repairs <br />at the consent of the owner. Towing services and tow yards are listed as a prohibited use in Section 2- <br />5.3b. <br />Staff reviewed the proposed changes to the four (4) items and the Planning and Zoning Commission agreed <br />to the changes. A brief discussion ensued regarding a salvage yard located at Plumosa Avenue and Lyman Road, <br />which is located outside the city limits, and a business located at the corner of Highway 427 and Plumosa Avenue. <br />Ms. Hanna reviewed the proposed changes to the industrial activities. There were changes made to the <br />following uses: <br />1. Bakeries — changed the definition and areas where the use would be allowed. <br />2. Removing Building Yards. <br />
