CASSELBERRY CITY COMMISSION
Minutes of October 12, 2020 — Regular Meeting
Page 6 of 13
Explanation of Request: This budget amendment seeks City Commission approval to rollover FY 2020
budgeted funds that will instead be expended in FY 2021 to complete the Economic Development Strategic
Plan in the amount of $53,783.
Account Number Account Description Amount
Increase:
001-0211-515.31-00 Professional Services $53,783
001-0000-389.90-00 Other Non -Operating Source $53,783
Recommendation: The City Manager and the Community Development Director recommended approval
of the proposed Task Authorization No. 2 with S&ME, Inc. in the amount of $95,255 to complete an
Economic Development Strategic Plan and related Budget Amendment 421-004.
G. Reorganization of the Police Department
Introduction: Approval provides for a reorganization of the Police Department.
Discussion: The Police Department seeks to reclassify the civilian Elder and Victim Services Coordinator
position to a civilian Accreditation and Grants Coordinator position. The sworn officer position currently
assigned to tree Accreditation and Grants Coordinator position will be re -assigned to the Training and
Community Relations Section and will assume the duties and responsibilities of the Elder and Victim
Services Coordinator. This change will not affect the current authorized staffing levels of the Police
Department.
Budget Impact: The Elder and Victim Services Coordinator is currently assigned a 131 Pay grade. It is
recommended that the civilian Accreditation and Grants Coordinator position be assigned a 137 pay grade.
The salary of the recently retired Elder and Victim Services Coordinator was higher than the expected
starting salary of the new civilian Accreditation and Grants Coordinator position; therefore, there is no
negative impact to the City Budget.
Recommendation: The City Manager and the Police Chief recommended approval to reclassify the
civilian Elder and Victim Services Coordinator position to the Accreditation and Grants Coordinator
position and to re -assign the sworn officer position to the Training and Community Relations Section.
H. Excuse Absence of Commissioner Andrew Meadows
Introduction: Commissioner Andrew Meadows has advised that he will be out of town and unable to
attend the October 12, 2020 Regular City Commission meeting. He has respectfully requested that his
Excuse of Absence be placed on the Consent Agenda for consideration.
Audience Participation: No one came forward to address the Consent Agenda.
