CASSELBERRY CITY COMMISSION
Minutes of October 12, 2020 — Regular Meeting
Page 7 of 13
MOTION: Vice Mayor Hufford moved to approve the Consent Agenda, as presented.
Motion was seconded by Commissioner Busch. Motion carried unanimously by
voice vote 4-0.
8. DISCUSSION ITEMS
A. Future Agenda Items
Commissioner Busch inquired about the possibility of a resolution from the City honoring Tony Tizzio's
service to the City and community, and also the possibility of creating some type of citizen award in his
name to recognize people who give selflessly to the community. Mr. Newlon stated that a resolution was
something that certainly could be done, and City Clerk Donna Gardner added that she could put one
together. However, as far as taking it further and creating a recurring award, that would have to involve
setting up criteria, scope, rules, determining who would make the selection, and determining how the
selection process would work, but if the Commission wished to pursue it Mr. Newlon stated he would do
some research to see what it would take to implement such a program.
B. Municipal Advisory Committee (Metroplan) Report
No report.
C. Council of Local Governments in Seminole County (CALNO) Report
Commissioner Aramendia reported that the group held a virtual meeting via ZOOM on Wednesday,
October 7111, and a presentation was given by Amy Volpe and Ed Young of the Seminole Soil and Water
Conservation District that focused on a program they have where they place cameras along the County's
green corridors and trails to monitor wildlife. They are looking to expand their outreach within the
community, and Commissioner Lee Constantine of Seminole County advised they should reach out to the
County for suggestions on locations for their cameras. Each of the members participating in the meeting
gave updates on things happening within their respective cities and organizations including any issues they
were having, or any projects in progress. He noted that the City of Longwood had now started having City
sponsored events again and he specifically inquired of all the members what they were doing regarding
holiday events and most responded that they would be trimming their events and cancelling most events.
In response to a questions from the Commission regarding City of Casselberry events, Mr. Newlon
explained that although the City is at Phase 3 and the City is following the Governor's lead on re -opening,
he felt that the fact that the COVID-19 infection rate was currently holding steady was due mainly to
following guidelines such as not gathering in large numbers, social distancing, mask wearing and cleaning;
however it was still out there and was still dangerous. It was also his feeling that if the City were to sponsor
events that bring people in to congregate in large numbers, there would be more opportunities for folks to
break down these disciplines that have been in place and transmit the disease. He did not feel confident at
this point that the City should be sponsoring events that bring people out to congregate in large numbers
