CASSELBERRY CITY COMMISSION <br />Minutes of August 24, 2020 — Regular Meeting <br />Page 8 of 1.5 <br />MOTION: Commissioner Meadows moved to approve Resolution 20-3184, as presented. <br />Motion was seconded by Vice Mayor Hufford. Motion. ailed unanimously by <br />voice vote 0-5. <br />B. Resolution 20-3189 — Exclusive Franchise Agreement with WCA of Florida LLC <br />for Commercial Solid Waste Services for Franchise 1 <br />The City Clerk read Resolution 20-3189 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF AN EXCLUSIVE <br />FRANCHISE AGREEMENT FOR COMMERCIAL SOLID WASTE SERVICES WITH WCA OF <br />FLORIDA, LLC FOR FRANCHISE 1 (FRONTLOAD DUMPSTER, CART, COMPACTOR, AND <br />OTHERWISE PUTRESCIBLE SOLID WASTE); PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Public Works Director Mark Gisclar stated that Resolution 20-3189 provides for an <br />exclusive franchise agreement for commercial solid waste services with WCA of Florida, LLC for <br />Franchise 1. Franchise I is for frontload dumpster, cart, compactor, and otherwise putrescible solid waste. <br />(Ref: RFP -2020-0636) He explained that some time ago the City Commission had directed staff to amend <br />the City's ordinance relating to collection of commercial solid waste to have an exclusive franchise rather <br />than multiple non-exclusive franchises and to split the franchise into two areas to submit for proposals. He <br />stated that this item was for Franchise 1 which was for putrescible waste. MSW Consultants was engaged <br />by the City to assist with the process, and a representative was present to answer any questions from the <br />Commission. <br />In response to questions from the City Commission, Ms. Cynthia Mormile, Senior Project Manager with <br />MSW Consultants explained how the rankings of the firms that submitted proposals were achieved, <br />specifically service approach which was how the firms would handle transition from multiple franchisees <br />to a single franchisee, including how each firm would address the transition with current staffing; <br />supervisory ratio to current employees; communications; handling of customer service; and service requests <br />and setup. <br />Budget Impact: There is no impact to the City Budget at this time. Revenue assumptions are included in <br />the Fiscal Year 2021 Proposed Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 20-3189 and the agreement with WCA of Florida, LLC for Franchise 1 commercial solid waste <br />services. <br />Audience Participation: The following individual calve forward to address Resolution 20-3189: <br />Mr. Tim Dolan, 3705 Saint Johns Parkway, Sanford stated that he was the Regional Vice <br />President for Waste Pro and requested that the City reconsider the rankings on the bid, citing <br />an announcement last week of a potential acquisition of WCA of Florida, LLC by Canadian <br />
