Mayors/Managers Group Report <br />Mayor Glancy reported the group had met virtually on Tuesday, August 1811' and the Seminole County <br />School Board had presented an update on the schools, including the four options that were given for the <br />school year; the focus on mental health issues that may have arisen from the global pandemic; the homeless <br />student population; and how sporting events were going to be addressed. She also advised that Oviedo <br />Mayor Megan Sladek had been selected as the new Chairman. She expressed gratitude and appreciation <br />for the School Board members who had worked so hard to find solutions for the continuing education of <br />the County's students amidst the COVID-19 pandemic. <br />9. RESOLUTIONS <br />A. Resolution 20-3184 — Sixth Amendment to the Acquisition Agreement and Option <br />to Purchase with Casto Casselberry LLC <br />The City Clerk read Resolution 20-3184 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, AUTHORIZING THE EXECUTION OF A SIXTH AMENDMENT TO THE <br />ACQUISITION AGREEMENT AND OPTION TO PURCHASE BETWEEN CASTO <br />CASSELBERRY, LLC AND THE CITY OF CASSELBERRY; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon stated that Resolution 20-3184 provides for the Sixth <br />Amendment to the Acquisition Agreement and Option to Purchase with Casto Casselberry, LLC which <br />would extend the expiration date of the agreement from December 31, 2020 until August 2023, and would <br />extend the option to purchase the 2.6 acre parcel on Lake Concord north of the Police Station at a set price <br />of $18,250 per acre. <br />Discussion: A lengthy discussion ensued which included concerns about the lack of tax revenues for the <br />City if the option were extended to 2023; the fact that the purchase price would remain the same two and a <br />half years later; the lack of movement in development of the current commercial property being developed <br />by Casto across from City Hall; uncertainty about a vision for the current police station property once the <br />station is moved and the current building is demolished; possibility that the value of the police department <br />property could increase; and the uncertainty of the economy. Due to the concerns expressed, the <br />Commission as a whole agreed that there did not appear to be any benefit to the City in extending the option <br />to purchase for an additional two and half years and it was desired that Casto either exercise the option to <br />purchase the property by the expiration date of December 31, 2020 or opt out of the agreement, in which <br />case ownership of the property would remain with the City. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended approval of Resolution 20-3184. <br />Audience Participation: No one came forward to address Resolution 20-3184. <br />
