CASSELBERRY CITY COMMISSION Minutes of August 24, 2020 — Regular Meeting Page 4 of 15 "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE SUBMITTAL OF A PROTECTING FLORIDA TOGETHER GRANTS PROJECT PROPOSAL TO THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION TO ASSIST WITH FUNDING A PORTION OF UTILITY - RELATED IMPROVEMENTS ASSOCIATED WITH THE LAKE KATHRYN CIRCLE COMPLETE STREET IMPROVEMENTS PROJECT; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." Introduction: Resolution 20-3187 provides for authorization to submit a Protecting Florida Together grants project proposal to the Florida Department of Environmental Protection to assist with funding a portion of utility -related improvements for the Lake Kathryn Circle Complete Street Improvements project in a total amount not to exceed $1,700,000, inclusive of a local match not to exceed $850,000. Budget Impact: There is no immediate impact to the City Budget. However, should the City be awarded a grant and enter into a grant agreement, it is anticipated a local match, not to exceed 50% (or a maximum of $850,000 as proposed in this agenda item), would be included as part of the agreement. This would be addressed by future agenda item(s) with Budget Amendment(s) as needed. Recommendation: The City Manager and the Public Works Director recommended approval of Resolution 20-3187. E. Resolution 20-3188 — Land Lease Agreement with Cellco Partnership d/b/a Verizon Wireless for a Cellular Tower at the Hunterfield Water Tower Property "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING A LAND LEASE AGREEMENT AND MEMORANDUM OF LAND LEASE AGREEMENT WITH CELLCO PARTNERSHIP D/B/A VERIZON WIRELESS FOR A CELLULAR TOWER AT THE HUNTERFIELD WATER TOWER PROPERTY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Introduction: Resolution 20-3188 provides for a Land Lease Agreement and a related Memorandum of Land Lease Agreement with Cellco Partnership d/b/a Verizon Wireless for a cellular tower at the Hunterfield Water Tower Property. Budget Impact: Verizon Wireless will pay rent in the amount of $28,000.00 with 3% annual increases for the length of the lease agreement. FY 20 revenue is budgeted in Water and Sewer System Fund Rents and Royalties account #401-0000-362.00-00. Future years' revenue will be budgeted accordingly. Recommendation: The City Manager and the Public Works Director recommended approval of Resolution 20-3188 authorizing the Land Lease Agreement and Memorandum of Land Lease Agreement with Cellco Partnership d/b/a Verizon Wireless.
