CASSELBERRY CITY COMMISSION <br />Minutes of August 10, 2020 — Regular Meeting <br />Page 8 of I 1 <br />Staff Presentation: Public Works Director Mark Gisclar stated that Resolution 20-3182 serves as the <br />Street Lighting Final Assessment Resolution for the implementation of the street lighting service <br />assessment for fiscal year 2020-21. He noted that the assessment was implemented by the City Commission <br />in 2009 for the purpose of maintaining the street lighting within the City, and the rate would remain at <br />$31.88 per equivalent residential unit (ERU) which was the same as the previous year assessed. <br />Budget Impact: The estimated revenue from the Streetlight Assessment has been budgeted in the FY 20- <br />21 Street Light Fund Special Assessments/Service Charges account #120-0000-325.20-00. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 20-3182. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 20-3182. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Resolution 20-3182. Mayor Glancy closed the public hearing relative to <br />Resolution 20-3182. <br />MOTION: Commissioner Aramendia moved to approve Resolution 20-3182, as <br />presented. Motion was seconded by Commissioner Busch. Motion carried <br />unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Employee Salary Raises for FY 2021 <br />Staff Presentation: City Manager Randy Newlon stated that guidance is requested regarding the inclusion <br />of funding for General Employee pay raises in the adopted budget for Fiscal Year 2021. <br />Discussion: A lengthy discussion ensued during which each Commissioner presented his or her comments <br />and concerns relating to the feasibility of and various options for finding of general employee raises during <br />these challenging economic times amidst the COVID-19 pandemic. <br />Budget Impact: There is no budget impact at this time. The budget impact would be realized only with <br />the adoption of the FY21 budget at two budget hearings in September. Whatever guidance is given will <br />not likely increase the Proposed Budget for FY21 and may reduce it. <br />Recommendation: The City Manager requested that the City Commission discuss the matter of General <br />Employee raises and provide guidance as to what raise, if any, should be provided in FY21 and, if so, when <br />the raise should be given. <br />Audience Participation: No one came forward to address the Commission regarding this item <br />MOTION: Commissioner Meadows moved to authorize a salary increase of 1.5% for <br />General Employees, to be effective January 1, 2021; to leave the 3% amount <br />currently reflected in the proposed budget in place with no amendments at this <br />time; and to review and discuss the issue again at the December 14, 2020 <br />
