CASSLLBERRY CITY COMMISSION <br />Minutes of August 10, 2020 — Regular Meeting <br />Page 7 of r l <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 86, <br />UTILITIES, ARTICLE II, SEWERS OF THE CITY CODE OF ORDINANCES; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: Assistant Public Works Director/Utility Manager Tara Lamoureux stated that <br />Ordinance 20-1537 provides amendment to Chapter 86, Utilities, Article II, Sewers of the City Code of <br />Ordinances to update the City's Industrial Wastewater Pretreatment Program to include new regulations <br />regarding wastewater discharges from dental facilities in accordance with the Florida Department of <br />Environmental Protection (FDEP) requirements. In response to questions from the City Commission, Ms. <br />Lamoureux stated she did not believe the discharging of amalgams from dental practices was yet a problem, <br />but that FDEP was simply attempting to be proactive in getting regulations in place to prevent future <br />problems. She also advised she did not know what retrofitting would cost a dental practice for installation <br />of the necessary system for catching of the amalgams, but she did feel most of them already had such <br />systerns in place. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Ordinance <br />20-1537 on first reading. <br />Audience Participation: No one carne forward to address Ordinance 20-1537 <br />MOTION: Vice Mayor Hufford moved to approve Ordinance 20-1537 on first reading, <br />as presented. Motion was seconded by Commissioner Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />A. Resolution 20-3182 — Street Ling Final Assessment Resolution <br />The City Clerk read Resolution 20-3182 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF CASSELBERRY, FLORIDA, RELATING <br />TO THE DELIVERY AND FUNDING OF STREET LIGHTING SERVICES WITHIN THE CITY; <br />AMENDING, RATIFYING AND CONFIRMING THE PRELIMINARY RATE RESOLUTION <br />FOR FISCAL YEAR 2020-21 AND ALL PREVIOUSLY IMPOSED STREET LIGHTING <br />ASSESSMENTS, CHARGES AND FEES; DETERMINING THAT CERTAIN REAL PROPERTY <br />IS SPECIALLY BENEFITED BY STREET LIGHTING SERVICES; APPROVING THE <br />ASSESSMENT ROLL; PROVIDING THE METHOD OF COLLECTION; AND PROVIDING AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 20-3182 was advertised in <br />the Orlando Sentinel on Thursday, July 16, 2020. <br />
