stormwater streams, and dernineralized backwash streams; provided, however, that where such <br />streams contain a significant amount of a pollutant, and the combination of such streams, prior to <br />treatment, with an Industrial User's regulated process wastestream(s) will result in a substantial <br />reduction of that pollutant, the Control Authority, upon application of the Industrial User, may <br />exercise its discretion to determine whether such stream(s) should be classified as diluted or <br />unregulated; or (b) sanitary wastestreams where such streams are not regulated by a categorical <br />pretreatment standard; or (c) from any process wastestreams which were, or could have been, <br />entirely exempted from categorical pretreatment standards pursuant to paragraph 8 of the NRDC <br />v. Costle Consent Decree (12 ERC 183 3) for one or more of the following reasons (see Appendix <br />D of 40 CFR Part 403): <br />(1) The pollutants of concern are not detectable in the effluent from the Industrial User; <br />(2) The pollutants of concern are present only in trace amounts and are neither causing, nor <br />likely to cause, toxic effects; <br />(3) The pollutants of concern are present in amounts too small to be effectively deducted by <br />technologies known to the EPA Administrator or Approval Authority; or <br />(4) The wastestream contains only pollutants, which are compatible with the POTW. <br />Direct Discharge means introduction of pollutants directly into the Waters of the State. <br />Director of Public Works (Director) functions as the administrative official in charge of the Public <br />Works Department, including all of its Divisions, or their authorized deputy, agent or <br />representative. All authority and action performed by the Director of Public Works under this <br />Article shall be performed subject to the consent of the City Manager. <br />Discharge means the introduction of pollutants into the POTW by any nondomestic source that is <br />subject to the regulations of Chapter 403, F.S. <br />Discharge Monitoring Report (DMR) means the mechanism, including the format and forms, for <br />Industrial Users with an Industrial Wastewater Discharge Permit to report the results of self- <br />monitoring activities, including information on sample collection and the results of sample <br />analysis. The discharge monitoring report may include one or more of the following: self- <br />monitoring, baseline, non-compliance, and historical monitoring reports. <br />Dissolved Solids means the total amount of dissolved material, organic and inorganic, contained <br />in water or wastes. <br />District means the entire sanitary wastewater collection service area served by the system owned <br />and operated by the City, both inside and outside the corporate limits of the City. <br />Domestic User means all persons owning residential dwellings which discharge primarily <br />domestic wastes or wastes from sanitary conveniences. <br />
