Control Authority means the City of Casselberry and its designees, which administers the <br />pretreatment program as approved by the Approval Authority pursuant to the provisions of 40 CFR <br />§ 403.3(f) and Chapter 62-625.510, F.A.C. <br />Control Manhole means a manhole installed by the User at their expense to facilitate observation, <br />sampling and testing of the process wastewater. <br />Cooling Water means the water discharged from any use such as air conditioning, cooling of <br />refrigeration, or to which the only pollutant added is heat. <br />Customer means any person, firm or corporation, or government that is the actual User of the City <br />sewer/wastewater system. <br />Daily Maximum Limit means the maximum allowable discharge of a pollutant during a 24-hour <br />period. Where daily maximum limitations are expressed in units of mass, the daily discharge is the <br />total mass discharged during a 24-hour period. Where daily maximum limitations are expressed in <br />terms of a concentration, the daily discharge is the arithmetic average measurement of the pollutant <br />concentration derived from all measurements taken during that 24-hour period, which is to be <br />taken from midnight to the following midnight. <br />Dental Facility Dint ger means a facility where the practice of dentistry is performed, including, <br />but not limited to, institutions, permanent or temporary offices, clinics, home offices, and facilities <br />owned and operated by Federal, state or local governments, that discharges wastewater to a <br />publicly owned treatment works (POTW). <br />Dental Vacuum Suction S stem means the equipment used for the purpose of suction applications <br />in dental examinations and procedures at a dental facility. <br />Department of Public Works means the Department of Public Works of the City, including all of <br />its Divisions. <br />Developed Property means any parcel or land that has been, or is about to be, improved to the <br />extent that municipal water and sewer is necessary prior to its utilization. <br />Developer means an owner, or agent of the owner, in the process of the commercial utilization of <br />any land, including subdivisions, who shall have the legal right to negotiate for municipal water <br />and sewer service. <br />Development means a parcel of land, including subdivisions, being commercially improved to the <br />extent that municipal water and sewer service is necessary prior to its utilization. <br />Dilute Wastestream means, for purposes of the combined wastestrearn formula, the average daily <br />flow (at least a 30 -day average) from: (a) boiler blow down streams, non -contact cooling streams, <br />
