Authorized Representative of the User means: <br />(1) If the User is a corporation: <br />a. The president, secretary, treasurer, or a vice-president of the corporation in charge of <br />a principal business function, or any other person who performs similar policy or <br />decision-making functions for the corporation; or <br />b. The manager or representative of one or more manufacturing, production or <br />operation facilities employing more than 250 persons or having gross annual sales or <br />expenditures exceeding $25,000,000.00, if authority to sign documents has been <br />assigned or delegated to the manager or representative in accordance with corporate <br />procedures. <br />(2) If the User is a partnership or sole proprietorship: a general partner or proprietor, <br />respectively. <br />(3) If the User is a Federal, State, or local governmental facility: a director or highest official <br />appointed or designated to oversee the operation and performance of the activities of the <br />government facility, or their designee. <br />(4) The individuals described in paragraphs (1) through (3) above, may designate another <br />authorized representative if the authorization is in writing, the authorization specifies the <br />individual or position responsible for the overall operation of the facility from which the <br />discharge originates or having overall responsibility for environmental matters for the <br />company, and the written authorization is submitted to the Director of Public Works. <br />Baseline Monitoring Report (BMR) means a report submitted by Categorical Industrial Users <br />within one hundred eighty (180) days after the effective date of a categorical standard which <br />indicates the compliance status of the User with the applicable categorical standards as set forth in <br />40 CFR § 403.12(b) and adopted by reference in Chapter 62-625, F.A.C. <br />Best Management Practice (BMP) means schedules of activities, prohibitions or practices, <br />maintenance procedures, and other management practices to implement the prohibitions set forth <br />in 40 CFR § 403.5(a)(1) and (b), and this Article, and to achieve source control or to prevent <br />pollution by eliminating or reducing the level of pollutants present in the discharges from the User. <br />Best Management Practices include treatment requirements, operating procedures, and practices <br />to control plant site runoff, spills or leaks, biosolids or waste disposal, or drainage from raw <br />material(s) storage. Best Management Practices may also include alternative means, such as <br />management plans, to comply with, or in place of certain established categorical pretreatment <br />standards, local pollutant limits or other effluent discharge limits. <br />Best Management Practice Plan (BMPP) means a plan prepared by a User describing the <br />operational and treatment methodology to minimize the amount of wastes from production and to <br />handle the resultant wastes in an environmentally sound and efficient manner. The objectives of <br />the plan include source control and pollution prevention in an effort to reduce the contributions of <br />waste in the User's discharges to the POTW. <br />
