Best Professional Judgement means the highest quality technical opinion of a permit writer, after consideration of all reasonably available and pertinent data or information, forming the basis for the terms and conditions of a permit. Biochemical Oxygen Demand (BODS) means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedures for five (5) days at 20°C, expressed in parts per million by weight (milligrams per liter). Biohazardous Waste means waste from biological source that may be hazardous to living organisms. Waste can be physical, biological or chemical in nature. Biosolids means primarily organic solids that are produced by wastewater treatment processes and can be beneficially recycled. Refer to Residuals or Sludge. Blowdown means the discharge from boilers or cooling towers that contain high concentrations of accumulated dissolved solids. Building Drain means that part of the lowest horizontal piping of the internal plumbing system, which receives the discharge of wastewater from plumbing inside the walls of the building and conveys it to a point five (5) feet outside the inner face of the wall. Building Sewer or Building Lateral means the extension from the building drain to the public sewer or other place of disposal. Bypass means the intentional diversion of wastewater streams from any portions of a User's pretreatment facility. Capacity Cost means that cost which is related to the overall scale of the sewer system and does not vary as the actual level of use of the system varies. Carbonaceous Biochemical Oxygen Demand (CBODs) means a quantitative measure of the amount of dissolved oxygen utilized in the biochemical oxidation of carbon containing compounds under standard laboratory conditions, generally for five (5) days at 20°C, and usually expressed as a concentration, such as milligrams per liter (mg/L). Categorical Industrial Users (CIU's) means Users that are required to comply with the Federal Regulations, 40 CFR, Chapter I, Subchapter N (as amended in the future) to implement Sections 307(b) and (c) of the Act (33 USC § 1317). Categorical Industrial Users may be defined by a NAICS or SIC code, processes, or constituents contributed to the POTW. Categorical Pretreatment Standards or Categorical Standards means pretreatment standards specifying pollutant discharge limits or quantities of pollutants which are discharged to the POTW.
