OTHER ITEMS <br />A. Tentative Tax Rate for Fiscal Year 2020/2021 <br />Staff Presentation: City Manager Randy Newlon gave a brief overview of this item and advised that on <br />July 13, 2020 the City held the Budget Workshop for Fiscal Year 2021 at which time the City Commission <br />reached a consensus on a tentative millage rate for Fiscal Year 2021 of 2.9990. This item is now brought <br />to the City Commission for formal approval of a tentative millage rate of 2.9990 mills. Upon approval the <br />tentative millage rate will be certified to the Seminole County Property Appraiser in accordance with TRIM <br />(Truth in Millage) procedures and deadlines. <br />Budget Impact: The millage rate of 2.9990 will produce a tax levy of $5,216,135 in property taxes but will <br />yield only $5,059,650 (97%) after taking into account early payer discounts and billing and collections <br />costs. <br />Recommendation: The City Manager and the Finance Director recommended approval to set the tentative <br />millage rate for FY 2021 as required by the "TRIM" (Truth in Millage) legislation at 29990 mills. <br />Audience Participation: No one came forward to address the Commission regarding the tentative tax rate <br />for Fiscal Year 2020/2021. <br />MOTION: Vice Mayor Hufford moved to approve the tentative millage rate of 2.9990 mills <br />for Fiscal Year 2020-2021. Motion was seconded by Commissioner Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individual came forward: <br />Ms. Sharon LaCrosse, 205 Carriage Hill Drive, expressed concerns about unexplained spikes <br />in the utility bills of some of the City's utility customers, including those receiving services <br />both within and outside the City limits. She shared information about one specific customer's <br />experience with a very large unexplained spike in usage which had resulted in a bill that was <br />significantly higher than normal and inquired what the City could do about these unexplained <br />spikes. <br />No one else came forward. <br />
