NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION 1. Recitals. The foregoing recitals are hereby fully incorporated herein by this <br />reference and are deemed a material part of this Resolution. <br />SECTION 2. Sign Code Waiver — Temporary On -Premises Banner and A -Frame <br />Signs. On property currently zoned CL, CG, CS, I, I -M, PMX-L, PMX-MID, PMX-H, and PMX- <br />HIGH, the prohibition of the number of banner and A -Frame signs under Article XVI of the City <br />Unified Land Development Regulations is hereby temporarily waived for businesses that are open <br />for business and providing goods and services to the public. Such businesses shall be permitted to <br />install one additional temporary on -premises banner sign and one A -Frame sign for the time period <br />allowed in this Resolution under the following terms and conditions: <br />A. In addition to the number of temporary on -premises signs permitted under Section 3- <br />16.4 of the City's ULDRs, one additional temporary on -premises banner flag and one temporary on - <br />premises A -Frame sign is allowed for every 150 linear feet of property frontage, or portion thereof, <br />unless additional signage is authorized and required by state or federal law. Individual tenant spaces <br />occupied by a business located on a property shall be permitted one such banner and one A -Frame <br />sign for each separate business, regardless of the linear feet of property frontage, so that each <br />business operating in separate space on the property is afforded an equal opportunity to install one <br />banner and one A -Frame sign. Banner and A -Frame signs are not subject to the 30 -day maximum <br />display limit in the Code, but must comply with the Sign Code in all respects, with special emphasis <br />on the following conditions and requirements: <br />(1) Must comply in all respects with Table 3-16.4, except for the maximum <br />number of temporary signs per parcel and maximum display time. <br />(2) A -Frame signs may only be displayed during the operational hours of the <br />subject business and must be removed and installed inside a building when <br />the business is not in operation. Banner signs may remain on display. <br />(3) An A -Frame sign may not be larger than two (2) feet by four (4) feet in area <br />and may can front of a business so long as it is not within dedicated <br />walkways or public spaces. A -Frame signs must be freestanding and must <br />not rely on any support that is not a part of the sign. The maximum leg <br />spread shall be three feet. The sign must be located directly in front of <br />the business(es) which it advertises and will provide for at least 44 <br />inches of unobstructed travel area on the sidewalk but not less than the <br />requirement under the Americans with Disability Act (ADA) and other <br />Federal and State statutes mandating certain dimensions for passage on <br />public sidewalks; and shall not otherwise block ramps or access. <br />(4) Must be substantially secured or weighted to resist movement while on <br />display.
