WHEREAS, the City of Casselberry is committed to supporting retailers, restaurants and <br />their employees as they pursue creative business practices that safely serve customers during this <br />temporary period of social distancing and emergency; and <br />WHEREAS, in order to promote the sale of available and necessary goods and services to <br />the public and to attract potential customers in need of such goods and services while traveling <br />along the rights-of-way without unnecessarily leaving their vehicles and maintaining social <br />distancing guidelines, the City supports a temporary waiver of the City's Sign Code during this <br />unique COVID-19 emergency to allow the installation of certain temporary on -premises signs by <br />businesses providing goods and services to the public provided the installed signs comply with the <br />terms of this Resolution; and <br />WHEREAS, the terms and conditions imposed by this Resolution for certain temporary <br />signs are derived predominantly from the terms and conditions established by the City Commission <br />for other authorized temporary on -premises signs as set forth in Article XVI of the Casselberry <br />Unified Land Development Regulations (ULDRs); and <br />WHEREAS, the City's Sign Code's rules regarding temporary signs reflects the City's <br />concern about aesthetics and the safety of the public, and the City is still concerned about aesthetics <br />and safety, so is only temporarily relaxing those rules where doing so will not create blight or render <br />roads unsafe; and <br />WHEREAS, traffic is drastically reduced due to the pandemic, making safety less of a <br />concern on the City's roads, and the City is willing to temporarily sacrifice aesthetics in order to <br />ensure the residents can obtain necessary goods and services during this extraordinary time; and <br />WHEREAS, this Resolution is intended to apply to businesses located only within the <br />City's commercial and industrial zoning areas and zoned CL, CG, CS, I, IM, PMX-L, PMX-MID, <br />PMX-H, and PMX-HIGH zoning districts; and <br />WHEREAS, by June 28, 2020, which is within 60 days of the current date of termination of <br />the Governor's and the City's Declaration of Emergency, the waiver authorized by this Resolution <br />shall expire and any additional temporary signs shall be permanently removed because under <br />normal circumstances, these additional temporary signs contribute to long lasting urban blight and <br />deterioration, negatively impact the quality of life of Casselberry residents and businesses, are <br />contrary to maintaining Casselberry as an attractive, safe and healthy sustainable urban <br />environment, and if allowed to proliferate will pose traffic safety problems for motorists and <br />pedestrians; and <br />WHEREAS, associated with COVID-19, the Governor's emergency order, and the <br />Declaration, the City of Casselberry understands that local businesses and organizations need to <br />communicate with their customers now more than ever; and <br />WHEREAS, temporary signage is a good communication tool. <br />Resolution 20-3162 <br />Page 2 <br />
