Sec. 70-35. - Points of collection. <br />(a) Residential service generally. Except as otherwise provided, all residential solid waste and <br />recyclable materials to be collected shall be placed within three feet of the curb, paved <br />surface of the roadway or closest accessible right-of-way, or at such other location agreed to <br />by the City or its franchised agent that will provide safe and efficient accessibility for the <br />collection crew and vehicle. <br />(b) Special residential service. Where the resident of a residential collection unit is <br />r,.,ndioappe physically unable to deliver solid waste or recyclable materials to the <br />curbside and there is no one else living at the residential collection unit who is physically <br />able to deliver solid waste or recyclable materials to the curbside, a letter from their <br />physician must be submitted to and mese conditions aro eeffified certify the need to by the <br />Qt -y, Public Works Director or designee for collection from an alternative location within 50 <br />feet of the street, visible from the street, with eelleetion limited to two containers of garbage <br />plus recyclable materials in the appropriate container bin-. This service may be afranged <br />requested at no extra cost to the resident. Other residents desiring side door service shall pay <br />the additional fee set forth in the solid waste rate resolution. <br />(c) Commercial service. All commercial garbage and trash must be placed in containers on the <br />property and not within the right-of-way of any alley or street. The containers shall be <br />accessible without entering a building or shelter of any type. <br />(d) Hours permitted. A <br />violation of any part of this Section shall be a_civil infraction for which the penalty shall <br />he -$ 100.00 (Class II). <br />Sec. 70-36. - Containers. <br />(a) Compaction of trash refuse. Prior to depositing trash r for collection in garbage <br />containers or commercial containers, the owner or other person depositing such trash refuse <br />shall collapse all cardboard boxes and crates and other items which can reasonably be <br />reduced in size. <br />(b) Specifications. Ref�se Containers are required as follows: <br />(1) Residential containers. Each resident is required to furnish garbage containers which <br />are adequate to hold all solid waste. Solid waste containers shall be any commonly <br />available light -gauge steel, plastic or galvanized receptacle of a nonabsorbent material, <br />closed at one end and open at the other, furnished with a closely fitted lid or top and <br />handles, or waterproof plastic bags of heavy mil construction which can be safely and <br />securely closed. A receptacle, including waste materials, shall not exceed 32 gallons in <br />capacity or 50 pounds in weight. No oil drums shall be used.
