All residents, occupants or owners <br />of a residential collection unit prises in the City shall be required to have accumulations <br />of solid waste and recyclable materials removed and disposed of by the City or its <br />franchisee, d -agent, and must for sueh seiwieeorthe availability- of such sciwiee of solid <br />waste and teeyelable materials a' ra disposal shall pay the City the fees set by <br />v <br />resolution. This Subsection shall not prohibit contractors -for -hire or self -haul property <br />owners direct -hauling and disposing of trash generated from projects, provided this Code is <br />complied with. <br />(b) All solid waste or recyclable materials from residential collection units preperty in the City <br />shall be collected, conveyed and disposed of or delivered by a franchised agent of the City, <br />under the supervision of the gent of the City. No person shall collect, convey <br />over any of the streets or alleys of the City, or dispose of any refuse accumulated in the City <br />without a written eontraet, keensa, franchise or permit from the City. This Subsection shall <br />not prohibit the actual producers of trash refuse or the owners of premises upon which trash <br />refuse has accumulated from personally collecting, conveying and disposing of the trash <br />refuse, provided the provisie this Code is are complied with. This Subsection shall not <br />prohibit collectors of refuse from outside the City from hauling the refuse over City streets; <br />however, such collectors must comply with this Code and with all other laws and ordinances <br />governing such transport. <br />(c) The franchised agent of the City shall have authority to suggest regulations concerning the <br />days for collection, conveyance and disposal as they shall find necessary, and to change and <br />modify the regulations after approval by the City Commission as required by law, provided <br />that such changes and modifications in the regulations are not contrary to this Code and are <br />in compliance with the franchise agreement. <br />Sec. 70-34. - Frequency of collection. <br />(a) Frequency of collection under this Article shall be as follows: <br />(1) Domestie Residentially -generated garbage shall be collected not less than two times <br />per week. There shall be at least a two-day interval between collections. <br />(2) nomestie Containers permanently placed for trash shall be collected at least once each <br />week.
