CASSCLBCRRY CITY COMMISSION
Minutes of March 23, 2020 — Regular Meeting
Page 9 of 13
12. OTHER ITEMS
A. Construction/Installation Agreement with Core and Main LP for Advanced
Metering Infrastructure Project
Staff Presentation: City Manager Randy Newlon stated that the Construction/Installation Agreement with
Core and Main in the amount of $7,972,344.00 provides for the Advanced Metering Infrastructure (AMI)
Project. (REF: #ITN -2020-0554). He gave a brief overview of the process that had occurred to identify the
need for replacement of the meters and the selection of Core and Main, LP through a collaborative
negotiation process as the firm that provided the best value while meeting the needs of the City. Core and
Main, LP is also the third-party reseller of the Sensus Software (SAAS) needed to operate the AMI project,
and after the project is complete the Sensus Software will become a recurring cost as it is required for meter
communications and data retrieval. Core and Main will continue to bill the City for the Sensus Software
to operate the AMI System.
Discussion: A brief discussion ensued regarding the fact that some meters would have to be replaced and
some could be retrofitted, and the need to have good training and support for the system going forward.
The City Commission commended Finance, Public Works and Procurement staff for their diligence in
identifying the need for replacement and retrofitting of the meters and finding a good solution for the issue.
Budget Impact: Sufficient funds were budgeted in the FY20 Adopted Budget in the Utility Fund
Improvements Other than Building/Water Meter account #401-0135-513.63.52. Future costs related to the
Sensus software will be budgeted accordingly.
Recommendation: The City Manager and the Finance Director recommended approval to execute a
Construction-Installation Agreement with a value of $7,972,344.00 and an additional 10% contingency
($797,234.40) for the Advanced Metering Infrastructure Project with Core and Main.
Audience Participation: No one came forward to address the Commission regarding this item.
MOTION: Commissioner Busch moved to approve a Construction/Installation Agreement
with Core and Main, LP in the amount of $7,972,344.00 with an additional 10%
contingency ($797,234.40) for Advanced Metering Infrastructure Project, as
presented. Motion was seconded by Vice Mayor Hufford.
The City Clerk conducted a roll call vote as follows:
Commissioner Aramendia - Yes
Commissioner Meadows - Yes
Commissioner Busch - Yes
Vice Mayor Hufford - Yes
Mayor Glancy — Yes
Motion carried unanimously by roll call voice vote 5-0.
