Procurement Approvals Information Report for the Period February 1, 2020 <br />through February 29, 2020 <br />• Mr. Newlon advised that the Procurement Approvals Information Report for the month of February 2020 <br />was contained in the Commissioners' agenda packets for review. He noted that the report contained <br />information about minor contracts that were issued under delegated authority of staff during this period. <br />Mr. Newlon reported that following the precedent set by Seminole County who is leading the <br />effort of defending Seminole County from the Coronavirus through its Health Department and <br />Department of Emergency Services, Seminole County and other cities have decided to close <br />their lobbies and offices to the general public, and continue to work remotely. The City will <br />join thein tomorrow and close City Hall to public entrance and the public will be advised to <br />receive services by way of telephone, email and through the City's online services. He stated <br />that the City would be entering a difficult period, but following CDC (Centers for Disease <br />Control), the City would be seeking to send as many employees as possible home to work <br />remotely utilizing laptops that tie into the City's network, and will be issuing City cellphones <br />so employees can receive calls as if they were at City Hall. Tomorrow, an announcement will <br />be made that cancellation of all City events and programs will be extended through the month <br />of April. At this time, City parks will remain open, but signs will be posted encouraging <br />citizens to limit activity and not congregate in groups. The golf course and driving range will <br />remain open, but access to the Clubhouse will be limited and no food service will be available. <br />Golf carts will be issued one per customer, which will limit the number of tee times that can be <br />offered. It is the City's hope that utilizing the golf course facilities will provide some healthy <br />options for citizens who have been forced to stay home due to restrictions put in place to prevent <br />the spread of the virus. <br />• Thanked staff for their patience and courage during a very scary time and expressed <br />appreciation to the City Attorney who has continued to provide support throughout the process <br />of implementing safety measures in the City. <br />• Expressed hope that everyone would continue to strive to do what is necessary to get safely <br />through this difficult time. <br />• Requested that the City Attorney give an update relating to the parks bond referendum. <br />15. CITY ATTORNEY'S REPORT <br />• City Attorney Reischmann advised that in April the City Commission would be asked to <br />approve an extensive resolution that would essentially approve the full $24 million bond <br />amount. She stated that this would not be actual issuance of the bonds but would put in place <br />what would be needed to move to validation by the Court. <br />
