CASSGLBCRRY CITY COMMISSION <br />Minutes of November 18, 2019 — Regular Meeting <br />Page 15 of 18 <br />o Impact of converting to exclusive franchise <br />o Questions <br />Discussion: Discussion ensued that included: recommendation of staff and consultant to move all <br />commercial services, including front load, compactor roll -off boxes and open top roll -off boxes into an <br />exclusive commercial franchise; options for separation of different types of commercial waste collection <br />into more than one exclusive franchise; competitive procurement processes and inclusion of performance <br />criteria in the bidding process; types of solid waste containers/equipment and costs to providers to service <br />the entire City; options for contract duration and extensions; how other municipalities have implemented <br />exclusive commercial waste franchises and whether that was considered to be a positive move for them; <br />and public response to commercial solid waste franchises in the area. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: Guidance is being sought from the City Commission regarding the strategy for <br />consolidation of commercial solid waste collection. <br />Audience Participation: No one came forward to address the Commission regarding this item. <br />MOTION: Commissioner Meadows moved that the City move forward with <br />consolidation of commercial solid waste services, with front -load and <br />compactor services on one exclusive franchise and roll -off services on a <br />separate exclusive franchise with different contract duration and including <br />options for extension of the solid waste collection contracts. Motion was <br />seconded by Commissioner Busch. Motion carried unanimously by voice vote <br />5-0. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. Jim Lewis, 170 South Triplet Lake Drive, expressed concerns about a neighbor who has a <br />rooster that keeps him up all the time. Mr. Newlon advised that all animal control issues for <br />the City had been transferred to Seminole County and the City had also designated itself as a <br />bird sanctuary, but that staff would look into whether a solution could be found under the City's <br />noise or nuisance ordinances, or through a possible amendment to the City Code. <br />2. Ms. Karen Hulbert, 410 Iris Road, voiced concerns about the need for the City to consider the <br />need for affordable housing in the City of Casselberry for those just starting out or who cannot <br />afford an expensive home, adding she hoped the City would keep these in mind when making <br />development decisions. <br />No one else came forward. <br />
