CASSELBERRY CITY COMMISSION <br />Minutes of November 18, 2019 — Regular Meeting <br />Page 14 of 18 <br />Casselberry"), and Wirz Park. All are more particularly described in the City of Casselberry Parks, <br />Recreation, Pathways, and Open Spaces Master Plan. On September 9, 2019 the City Commission agreed <br />by consensus that the General Obligation Bond Referendum Election for Parks and Recreational Facilities <br />be held in conjunction with the Presidential Preference Primary on March 17, 2020. Ordinance 19-1526 <br />was approved on first reading by the City Commission on October 14, 2019 and there have been some <br />minor changes since first reading which consist of a few minor wordsmithing changes to the question itself, <br />and then changes to some of the words for clarity in the advertisement that is required by state law for this <br />special election. <br />Budget Impact: It is estimated that the cost to conduct the General Obligation Bond Referendum Election <br />will be approximately $10,000 and those funds have been budgeted in various accounts in the FY 2019- <br />2020 City Budget. <br />Recommendation: The City Manager, City Attorney and City Clerk recommended adoption of Ordinance <br />19-1526 on second and final reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1526. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1526. Mayor Glancy closed the public hearing relative to <br />Ordinance 19-1526. <br />MOTION: Commissioner Busch moved to adopt Ordinance 19-1526 on second and final <br />reading, as presented. Motion was seconded by Commissioner Meadows. <br />Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Commercial Solid Waste Consolidation Discussion <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock gave a brief introduction <br />advising that earlier this year the City's consultant MSW Consultants had worked on a commercial solid <br />waste study and the findings of that study were brought before the City Commission at its June 24, 2019 <br />regular meeting, at which time the City Commission reached a consensus to move forward to pursue <br />consolidation of commercial solid waste. However, after further discussions with the consultant, both the <br />consultant and staff felt it was important to bring the matter back to the City Commission for further <br />discussion to ensure that they are on the right track going forward. Dr. Brock then introduced Mr. John <br />Culbertson, a principal with MSW Consultants, who gave a presentation that included the following <br />components. <br />Commercial Solid Waste Consolidation Study - Clarification <br />o Background <br />o Containers serviced by roll -off trucks <br />■ Closed compactors <br />■ Open -top containers <br />o Selected Metrics <br />
