Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 20-1530 was advertised in the Orlando Sentinel on Thursday, January 30, 2020. Staff Presentation: City Manager Randy Newlon stated that Ordinance 20-1530 amends Chapter 62, Pensions and Retirement, Article 1, Police Officers' and Firefighters' Pension Plan, Section 62-2007 and 62-2008 of the City Code of Ordinances to include language regarding the Firefighter Cancer Presumption recently adopted by the Florida Legislature in FS 112.1816(1)(a). State law mandates that these benefit enhancements must be afforded in the local pension plan. Budget Impact: Sufficient funding for the current fiscal year has been provided for in the FY2020 Adopted Budget Police Department Retirement Contributions/Police Firefighters' Pension Plan account #001-0610- 521.22-02. Recommendation: The City Manager and the Finance Director recommended adoption of Ordinance 20- 1530. Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and questions regarding Ordinance 20-1530. Mayor Glancy opened the floor for public participation. No one came forward to address Ordinance 20-1530. Mayor Glancy closed the public hearing relative to Ordinance 20-1530. MOTION: Commissioner Aramendia moved to adopt Ordinance 20-1530 on second and final reading, as presented. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. B. Second Reading of Ordinance 20-1531 — Collection Bins (LPA 19-17) The City Cleric read Ordinance 20-1531 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CODE OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS, CHAPTER II, DISTRICT AND GENERAL REGULATIONS, ARTICLE VII, GENERAL REGULATIONS, TO CREATE A NEW SECTION 2-7.38, "COLLECTION BINS", TO PROVIDE TIME, PLACE, AND MANNER REGULATIONS; AND TO AMEND PART III, UNIFIED LAND DEVELOPMENT REGULATIONS, CHAPTER V, GLOSSARY, ARTICLE XXI, LANGUAGE AND DEFINITIONS, SECTION 5-21.2, DEFINITION OF TERMS, TO ADD DEFINITIONS; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE."
