CASSELBERRY CITY COMMISSION <br />Minutes of February 10, 2020 — Regular Meeting <br />Page l l of 14 <br />Staff Presentation: Community Development Director Chris Bowley stated that Ordinance 20-1531 <br />amends the City of Casselberry Unified Land Development Regulations by adding standards and definitions <br />for Collection Bins (LPA 19-17). <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 20-1531 on second and final reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 20-1531. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 20-1531. Mayor Glancy closed the public hearing relative to Ordinance <br />20-1531. <br />MOTION: Commissioner Busch moved to adopt Ordinance 20-1531 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Hufford. Motion <br />carried unanimously by voice vote 5-0. <br />C. Second Reading of Ordinance 20-1532 — Amending City Code of Ordinances <br />Chapter 52, Human Resources <br />The City Clerk read Ordinance 20-1532 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY <br />CODE OF ORDINANCES, CHAPTER 52, HUMAN RESOURCES, ARTICLE 1, IN GENERAL, <br />BY ADDING A NEW SECTION 52-21, EMPLOYEE BACKGROUND SCREENING, <br />PERMITTING CRIMINAL HISTORY RECORD CHECKS FOR CERTAIN MUNICIPAL <br />EMPLOYEES, APPOINTEES, AND PRIVATE CONTRACTORS; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 20-1532 was advertised in <br />the Orlando Sentinel on Thursday, January 30, 2020. <br />Staff Presentation: Administrative Services Director Andy Brooks stated that Ordinance 20-1532 amends <br />Chapter 52 of the City Code of Ordinances, Human Resources, by providing for criminal history record <br />checks for potential municipal employees, volunteers, appointees, and/or private contractors for criminal <br />offenses nationwide, and to comply with FDLE (Florida Department of Law Enforcement) requirements <br />and Florida Statutes Section 166.0442 as it relates to Level II background and screening which includes <br />processing of fingerprints. In response to questions from the City Commission, Mr. Brooks confirmed that <br />this requirement would, in fact, also include volunteers and would be very similar to the program being <br />currently used, but only for employees and volunteers who provided direct services for youth and the <br />elderly. However, a different program through FDLE would be able to provide for fingerprinting of <br />employees and volunteers that do not work with children and the elderly, and the criteria for doing this <br />would be if it were a recurring volunteer who was given responsibilities that could be considered to have <br />
