CASSELBERRY CITY COMMISSION
Minutes of January 27, 2020 — Regular Meeting
Page 9 of 13
MOTION: Vice Mayor Hufford moved to reappoint Katy Farmer and Courtney
Ieenhower as regular members, each for a second full term, and LeAnn Nash
as the alternate member for a second full term to the Parks & Recreation
Advisory Board, all terms effective through January 31, 2022. Motion was
seconded by Commissioner Busch. Motion carried unanimously by voice vote
5-0.
Board policy requires that the City Commission consider appointment of the alternate member for any
vacancies that occur, and Ms. Gardner advised that there was currently one regular member vacancy due to
Ms. Kinsey Lallathin's decision not to apply for reappointment. Alternate member Ms. LeAnn Nash may
be considered for appointment as a regular member to fill this vacancy.
MOTION: Commissioner Meadows moved to appoint LeAnn Nash as a regular member
to the Parks & Recreation Advisory Board for a first full, term effective
through January 31, 2022. Motion was seconded by Commissioner Busch.
Motion carried unanimously by voice vote 5-0.
Ms. Gardner advised that Ms. LeAnn Nash's appointment as a regular member created a vacancy in the
alternate position and the applicants eligible for appointment to fill the position: Mr. Ed Bakalla, whose
primary choice was for the Parks & Recreation Advisory Board, but who had also applied for the Lakes
Management Advisory Board; Mr. John Boos, whose primary choice was for the Lakes Management
Advisory Board, but who had also applied for the Parks & Recreation Advisory Board; Ms. Kaitlin Newton -
John, whose primary choice was for the Parks & Recreation Advisory Board, but who had also applied for
the City Tree Advisory Committee; and Ms. Nancy Rudner, whose primary choice was the Lakes
Management Advisory Board, but who had also applied for the Planning & Zoning Commission, the Parks
& Recreation Advisory Board, and the City Tree Advisory Committee. This term for the alternate position
would be effective through January 31, 2022.
Vice Mayor Hufford suggested appointing Kaitlin Newton -John as the alternate to the Parks and Recreation
Board as he felt there was a benefit to having new members on the boards, and also that she would provide
a new and different perspective since her family was relatively new to the City. Commissioner Meadows
stated that his recommendation for appointment would be Ed Bakalla based on his knowledge of the City
and his years of previous experience on other City Boards.
Discussion: A brief discussion ensued about the benefits of both long-term and new board members; the
Commission's desire not to discourage residents from applying for volunteer boards; which boards would
be most appropriate for the applicants and what were their primary board choices; and how applicants are
notified when not selected. City Clerk Donna Gardner advised that the non -selected applicants are notified
by email and their applications would remain on file for the remainder of the calendar year and
automatically be considered when vacancies occur. It was also suggested that those applicants not selected
could apply to participate in the upcoming Citizen Academy in order to gain more knowledge of the City
so that hopefully they would be encouraged to apply to serve on boards as vacancies occur.
MOTION: Commissioner Aramendia moved to appoint Ed Bakalla as the alternate to
the Parks & Recreation Advisory Board for a first full term, effective through
January 31, 2022. Motion was seconded by Commissioner Busch. Motion
carried unanimously by voice vote 5-0.
