CASSCLBCRRY CITY COMMISSION
Minutes of January 27, 2020 — Regular Meeting
Page 7 of 13
that require an in -ground grease interceptor system to be installed can be reimbursed up to a maximum 50%
of the total cost, including installation charges, with a maximum reimbursement of $15,000 per business
and location. The reimbursement will be disbursed upon reasonable proof that a grease interceptor system,
conforming to the City's required specifications, is permitted, purchased, installed and inspected.
Acknowledgment and authorization of eligibility for assistance or incentive does not guarantee funding, as
limited funds are appropriated each year by the City Commission. Reimbursements are available on a first
come, first-served basis. In response to questions from the City Commission, Mr. Fathelbab advised that
his research showed there were no other jurisdictions in Central Florida offering this type of incentive, but
these types of programs had been in place in California for many years due to the increased regulations on
fats, oils and grease. He added that he had received positive feedback from the business community about
the possibility of implementation of this program by the City. Mr. Newlon advised that it was anticipated
that additional funding for the program would be added annually as part of the operating budget
appropriation, but the amount being considered for this item would be only for the remaining eight months
of the current fiscal year.
Budget Impact: Funds are available in the Community Development Department's Economic
Development Division and the Public Works Department's Water Reclamation Division; $30,000 is
appropriated in account 001-0211-515.49-03 and $30,000 is set aside in account 401-0753-535.49-03.
Recommendation: The City Manager, Community Development Director, and Public Works Director
recommended approval of Resolution 20-3146 for the Oil and Grease Management Assistance and
Incentive Program. The City Commission thanked staff for proposing this innovative program.
Audience Participation: No one came forward to address the Commission regarding Resolution 20-3146
MOTION: Commissioner Meadows moved to approve Resolution 20-3146, as presented.
Motion was seconded by Vice Mayor Hufford. Motion carried unanimously
by voice vote 5-0.
10. FIRST READING OF ORDINANCES
No items were presented for consideration on this agenda.
11. PUBLIC HEARINGS
No items were presented for consideration on this agenda.
12. OTHER ITEMS
A. Volunteer Board Appointments
