CASSELBERRY CITY COMMISSION <br />Minutes of March 20, 2019 — Joint workshop <br />Page 5 of 8 <br />more pedestrian -friendly area, and potential for those types of improvements to be federally funded as <br />transportation projects; potential for stop -off point on a larger trail connection; Phase I grant and options for <br />Phase II grant through FRDAP (Florida Recreation Development Assistance Program); possibility of one of <br />the proposed pavilions being designed as an amphitheater; rental potential for proposed pavilions; whether an <br />on-site maintenance structure was necessary or a cost savings could be realized by utilizing the nearby <br />existing City maintenance compound; concerns about parking for special events and possibility of future <br />parking expansion based on park usage; concerns about retaining of green spaces; ADA compliance; lighting <br />and safety issues and possible solutions including raised crosswalks, warning signs, flashing lights, additional <br />barrier/landscaping between play areas and road; landscaping; park hours and potential need for staffing; <br />liability; maintenance issues and cost of materials for repairs/maintenance; importance of this park to reduce <br />park space deficiencies identified; possibility of a small splash pad on the east side; feasibility of funding <br />separately from potential referendum: possibility of concessionaire on site to help defray costs and provide <br />additional revenues; uniqueness of this park concept; community reaction to millage to pay for funding and <br />potential cost to individual homeowners; potential return on investment; possibility ofutilizing green space as <br />location for farmers market or vendors during tournaments and other special events; possible amendment to <br />future land use designation for adjacent properties to support commercial uses which would provide support <br />to the park and surrounding neighborhoods; and the possibility of offering park usage free for residents and <br />requiring a small cost to non-residents as a means to help defray maintenance costs, etc. <br />Mayor Glancy called a recess at 8:57p.m. <br />Mayor Glancy reconvened the meeting at 9:05 p.m. <br />C. Secret Lake Park <br />Presentation: Deputy Public Works Director/City Engineer Kelly Brock advised that the last park to be <br />considered at the workshop was Secret Lake Park. He stated that this park already has a Land and Water <br />Conservation Fund Grant, and many of the elements that are included in the proposed improvements are <br />required for that grant. However, to make all the recommended improvements and include many of the <br />elements that would be highlighted in the presentation, more funding would be needed than is currently <br />devoted to it. He again introduced Mr. Cas Suvongse with SK Consortium, the consultant for this project, <br />who gave a presentation highlighting the amenities contained in the Secret Lake Park conceptual plan that <br />included the following components: <br />- Area City Park Map <br />- Existing Park Amenities & Land Use Maps <br />- Inspiration Images <br />- Conceptual Master Plan with Plan Legend & showing site amenities <br />o Trail Connector/New Parking Lot <br />■ New Turfblock parking area with paved drive aisle <br />■ ADA parking spaces <br />■ 8' wide trail connection to Frances Avenue <br />■ Landscape enhancements <br />o Multi -Purpose Field <br />■ Demo existing baseball fencing, dugouts, remove bleachers for relocation <br />■ Relocate sport lighting (Musco) <br />
