CASSGLBGRRY CITY COMMISSION <br />Minutes of March 20, 2019 — Joint Workshop <br />Page 4 of 8 <br />o Bicycle safety track age 2-5 <br />o Beginner skills & pump track <br />o Restroom <br />o Pavilion <br />o Community garden <br />o Ceremonial lawn <br />o Park maintenance building <br />Perspective renderings <br />Photo examples of proposed amenities <br />Audience Participation: <br />Mr. Herb Dickens, 252 Bay Street, Casselberry, stated he was representing the Florida Freewheelers, <br />the largest bicycle club in Seminole and Orange Counties with over 700 members. He inquired about <br />the number- of parking spaces there would be and whether since the speed limit would be reduced in <br />the area there would be buttons for the bicyclists to push to turn on a light to have traffic stop for <br />them to cross. <br />Dr. Brock and Mr. Suvongse advised there were 155 total parking spaces planned at this time, 65 on the east <br />side and 90 on the west side, but this was a conceptual plan and that number could go up or down. They also <br />advised the speed limit would be 25 mph, there would be buttons to turn on a light to stop traffic similar to <br />what was at the Miracle Trail Crossing, and there would also be raised crosswalks. <br />Mr. Dickens also advised that his organization would like to get involved in the project and he was <br />authorized to offer donations of bicycles or bicycle helmets for some of the children in the area who <br />could not afford those, and that they did this type of thing from time to time for communities. He <br />added that he felt this was a wonderful plan and would be very exciting for the community and he <br />was hopeful the project could be completed in the upcoming fiscal year. <br />Mr. Suvongse added that one of the comments that had been received from the public was that some would <br />also like to see a small pro shop in the park selling helmets and knee pads and things of that nature. <br />Mr. Tim Payne, 4001 West Danby Court, Winter Springs, advised he was part of the consulting <br />group but wanted to add a couple of comments. He shared some information about the area having <br />been used years ago for motocross and all sorts of wheeled sports and this site was the perfect place <br />for "Wheel Park" to replace all that. <br />No one else came forward. <br />Discussion: Discussion ensued amongst the City Commissioners, the Parks and Recreation Advisory Board <br />members, the consultants and staff regarding the various proposed elements of the park, including: challenges <br />and advantages to a long, linear park; elements of both the east and west sides/phases of the park; concerns <br />about park entrance and parking locations and availability; receipt of mostly positive feedback and comments <br />from the public; concerns about cost of maintenance and whether the budget would support this type of park; <br />community garden; design of park for all ages and abilities, including those with disabilities; possibility of <br />using the site for future tournaments and whether the site would support that type of activity; potential for <br />future narrowing of Winter Park Drive and elimination of the multi -directional turn lane to make it an even <br />
