CASSELBERRY CITY COMMISSION <br />Minutes of August 26, 2019 — Regular Meeting <br />Page 17 of 20 <br />MOTION: Commissioner Meadows moved to approve Task #8 with CPH, Inc. in the <br />amount not to exceed $99,825.00 for construction administration and <br />construction engineering and inspection services for PW 1819 Sausalito <br />Shores subdivision wall replacement, as presented. Motion was seconded by <br />Vice Mayor Aramendia. Motion carried unanimously by voice vote 5-0. <br />D. Discussion: Hotels, Motels, and Transient Lodging Ordinance <br />Staff Presentation: Community Development Director Chris Bowley stated that this request provides for <br />discussion to add Section 2-7.37, Hotels, Motels, and Transient Lodging and amend Section 5-21.2, <br />Definition of Terms for Lodging Types to the City of Casselberry Unified Land Development Regulations. <br />The purpose of the draft proposed ordinance is to apply some standards to hotels, motels and transient <br />lodging within the City and has been prepared with the guidance of the City Attorney as to current Florida <br />Statutes and regulatory requirements for these types of businesses, and the purpose of this item is to request <br />City Commission approval for legislation in progress in order to complete work on the proposed ordinance <br />and bring it back to the City Commission for consideration in its final form at a future date. City Attorney <br />Reischmann clarified that this item was asking for Commission approval of legislation in progress which <br />simply would mean that anyone who would apply to locate a hotel, motel or transient lodging business <br />while the final ordinance was being developed would be presented with the draft and advised they would <br />be subject to that, but it would not actually be a moratorium on applications for these businesses at this <br />time. In response to questions from the Commission, Mr. Bowley advised that he was hopeful the ordinance <br />could be through the Planning and Zoning Commission and back to the City Commission for consideration <br />sometime in October of 2019. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: Discussion item only — no recommendation at this time. <br />Audience Participation: No one came forward to address the Commission regarding this item. <br />MOTION: Commissioner Meadows moved to approve legislation in progress regarding <br />hotels, motels and transient lodging pursuant to the draft ordinance contained <br />in the August 26, 2019 City Commission meeting agenda packet. Motion was <br />seconded by Commissioner Busch. Motion carried unanimously by voice vote <br />5-0. <br />E. Award of Bid and Construction Agreement with Prime Construction Group Inc <br />for the Howell Park Water Treatment Plant Rehab Project and Related Budget <br />Amendment #19-048 <br />Staff Presentation: Assistant Public Works Director/Utility Manager Tara Lamoureux stated that the <br />award of bid and execution of an agreement with Prime Construction Group, Inc. in the amount of <br />$2,750,000 and approval of related Budget Amendment #19-048 provide for the Howell Park Water <br />Treatment Plant Rehab Project.
