Motion was seconded by Commissioner Meadows. Motion <br />carried unanimously by voice vote 5-0. <br />B. Ordinance 19-1528 — Annual Update of the City of Casselberry Capital <br />Improvement Pro ram LPA 19-16) <br />The City Clerk read Ordinance 19-1528 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO ADOPT THE FIVE YEAR <br />CAPITAL IMPROVEMENT PROGRAM 2020-2024 AS PART OF THE CITY'S <br />COMPREHENSIVE PLAN, IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER <br />163, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: Development Services Manager Emily Hanna stated that Ordinance 19-1528 provides <br />for adoption of the Five -Year Capital Improvement Program (2020-2024) into the Capital Improvements <br />Element of the City of Casselberry's Comprehensive Plan, in accordance with the requirements of Florida <br />Statutes, Section 163.177(3)(b). <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 19-1528 on first reading. <br />Audience Participation: No one came forward to address Ordinance 19-1528 <br />MOTION: Commissioner Hufford moved to approve Ordinance 19-1528 on first <br />reading, as presented. Ordinance 19-1529 — Amending Article XIV Tree Protection (LPA 19-14) <br />The City Clerk read Ordinance 19-1529 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY <br />CODE OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS, <br />ARTICLE XIV, TREE PROTECTION, SECTION 3-14.3 PERMIT REQUIRED FOR REMOVAL, <br />TO AMEND LANGUAGE TO BE CONSISTENT WITH FLORIDA STATUTE 163.045; <br />PROVIDING FOR CODIFICAITON, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Development Services Manager Emily Hanna stated that Ordinance 19-1529 provides <br />for amending Article XIV, Tree Protection, Section 3-14.3, Permit required for removal, to amend language <br />to be consistent with Florida Statute 163.045.
