CASSGLBERRY CITY COMMISSION Minutes of October 28, 2019 — Regular Meeting Page 7 of I I E. Mayors/Managers Group Report Mayor Glancy reported that the meeting was hosted by Seminole County on Tuesday October 15th, and a presentation was given on concurrency and how development in the cities affects school capacity. It was noted that Commissioner Hufford had been appointed to represent the City on the Seminole County District Public Schools Facilities Planning Committee (PSFPC) which would be meeting in November, and the staff level committee, Planning Technical Advisory Committee (PTAC) was working towards updating the Interlocal Agreements between the cities, the County and the School Board. 9. RESOLUTIONS No items were presented for consideration on this agenda. 10. FIRST READING OF ORDINANCES A. Ordinance 19-1527 — Amendment to add Hotels Motels and Transient Lodging Standards (LPA 19-13) The City Clerk read Ordinance 19-1527 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY UNIFIED LAND DEVELOPMENT REGULATIONS, CHAPTER II, DISTRICT AND GENERAL REGULATIONS, ARTICLE VII, GENERAL REGULATIONS, ADDING SECTION 2-7.37, HOTELS, MOTELS, AND TRANSIENT LODGING, TO ADD LODGING STANDARDS, AND AMENDING CHAPTER V, GLOSSARY, ARTICLE XXI, LANGUAGE AND DEFINITIONS SECTION 5-21.2, DEFINITION OF TERMS, ADDING AND AMENDING DEFINITIONS FOR LODGING TYPES; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." Staff Presentation: Community Development Director Chris Bowley stated that Ordinance 19-1527 provides for an amendment to the City of Casselberry Unified Land Development Regulations to add Hotels, Motels, and Transient Lodging Standards (LPA 19-13). The Planning and Zoning Commission, serving as the City's Local Planning Agency, voted unanimously at its October 9, 2019 meeting to recommend approval of Ordinance 19-1527 to the City Commission. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of ordinance 19-1527 on first reading. Audience Participation: No one came forward to address Ordinance 19-1527.
